- The U.S. Environmental Protection Agency (EPA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for TRANSLATION, IN-PERSON INTERPRETATION, AND TELEPHONIC INTERPRETATION SERVICES FOR THE EPA OFFICE OF CIVIL RIGHTS. The result of this market research will help to determine the acquisition strategy and method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541930, Translation and Interpretation Services, which has a Small Business Administration (SBA) size standard of $7 million. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes. Submission of any information in response to this market survey is purely voluntary and the Government assumes no financial responsibility for any costs incurred. A draft Statement of Work (SOW) has been provided as part of this posting to the FedConnect web portal at www.fedconnect.net under the number, "RFQ-DC-15-00126" and title, "TRANSLATION, IN-PERSON INTERPRETATION & TELEPHONIC INTERPRETATION SERVICES - EPA". If your organization has the potential capacity to perform all required contract services, please provide the following information: (1) organization name, address, Data Universal Numbering System (DUNS) number, point of contact information (i.e., individual's name and title, email address, and telephone number), business size and type of ownership for the organization (e.g., large, small, disadvantaged, 8(a), etc.), and, if applicable, General Services Administration (GSA) federal supply schedule (FSS) contract number, including whether or not the requirements outlined in the draft SOW are offered in your company's GSA FSS contract; and (2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of suc h arrangements. In addition, standard brochures and/or paraphrasing of the draft SOW will not be considered a sufficient response to this notice. The Government will evaluate market information to ascertain potential market capacity to: (1) provide similar services consistent in size, scope and complexity of the draft SOW; (2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar tasks; and (3) implement a successful project management plan that includes: compliance with schedule requirements, cost containment, hiring and retaining personnel, and risk mitigation; (4) identify any potentially significant organizational conflicts of interest; and (5) any comments and/or concerns regarding the draft SOW or subject prospective procurement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL OR DISADVANTAGED BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. EPA anticipates soliciting this requirement in accordance with the procedures set forth in either FAR Part 8 or FAR 13.5. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to organizations regarding their submission in response to this notice. SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice. Response should not exceed 10 pages in length and must be submitted by 13 March 2015. All responses under this Sources Sought Notice must be submitted through FedConnect to Stefan Martiyan, Contracting Officer at martiyan.stefan@epa.gov.
