Description
NOTE: The due date for quotes is being extended to 13 March 2015. Below is a list of questions and answers regarding the product specifications: Question 01: Is the approximate mat assembly weight 3,100 lbs? Based upon the specifications listed, this number appears low. Answer 01: This number is approximate. The actual product weight may be greater and is allowable. Question 02: Are the 54 pre-attached joining panel lower bushings listed in the description of requirements additional items or are they included in the FFM mat? Answer 02: The 54 pre-attached joining panel lower bushings are pre-attached to the panels as per the specification drawings. Please note, any quote must include the required upper joining bushings and anchor bushings. Question 03: Are the deviations from MIL DTL 32265 expected to become the new standard/specification for an FFM kit? Answer 03: This determination has not been made at this time and this deviation should not be considered permanent. Question 04: Can you list the National Stock Number for each item being purchased? Answer 04: Refer to the description of requirements for details on the items being purchased. Question 05: Will a new National Stock Number be created for the combination of several National Stock Numbers into one package? Answer 05: No, a new National Stock Number will not result from this purchase. Question 06: Can you specify the packaging required for the bolts, anchor bushings and joining bushings? Answer 06: Bolts, anchor bushings, and joining bushings should be packaged in M2A1 ammunition boxes (NSN 8140-00-960-1699) in quantities of 25 each for bushings and practical quantities of bolts. Each ammunition box should be clearly stenciled with a description of contents and quantity of contents in white weather resistant paint. Note that one box of anchor bushings will only have 12 bushings and one box of joining bushings will only have 10 bushings because of the quantity ordered. Question 07: Will the deviations from the MIL-DTL-32265 combined with the creation of a new kit indicate that this is a non-commercial item? Answer 07: Clarification is required to fully answer this question. The product should be manufactured according to MTL-DTL-32265 with noted exceptions. Further deviations are not allowed. Question 08: Is past performance an evaluation consideration for this procurement? Answer 08: No, this procurement is based on the lowest price of quotes that meet the the minimum technical specifications as defined in Attachment 01. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Requisition Number W81EWF50355403 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-78. The North American Industry Classification System Code for this procurement is 327999 (All Other Miscellaneous Nonmetallic Mineral Product Manufacturing) with a size standard of 500 employees. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: Item: Complete Folded Fiberglass Matting (FFM) Assembly Package Quantity: 2 Unit Price: Shipping and Packaging: Total Price: Each complete folded fiberglass matting assembly package consists of the following: 2 FFM mats (54 ft x 30 ft) 2 joining panels (24 ft x 2 ft) 2 joining panels (30 ft x 2 ft) 2 quality control tabs 54 pre-attached joining panel lower bushings 60 joining panel upper bushings 62 anchor bushings 2 fiberglass packaging panels Functioning panel area: 3,240 ft2 Nominal mat thickness: 0.20 in. Approximate mat assembly weight: 3,100 lbs. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing Folded Fiberglass Matting (FFM) Assembly Packages that at least meet the minimum specifications as defined in Attachment 01 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality of each Folded Fiberglass Matting package is in accordance with the Description of Requirement as defined in (Attachment 01) 2) Must include a completed Bid Submission Form (Attachment 02) and include specifications of quoted equipment.
