Description
THIS IS A SOURCES SOUGHT NOTICE. This notice is for planning purposes only and does not obligate the Government to award a contract or otherwise pay for the information provided in response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the contractor's qualifications to perform work. Respondents are advised that the government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a pre-solicitation synopsis and solicitation may be published. However, responses to this notice will not be considered adequate responses to a solicitation. The Oregon National Guard (ONG) is seeking information on firms that are able to provide Employment and Education Outreach Program functions to Veterans, Service Members and their Families of all services who are in need of assistance. The Outreach program initiates support plans if requested and works to educate and connect them with existing programs (national, state, and local) that can assist them with their educational and employment needs. This program does not replace functions performed by service or benefit organizations, but is designed to assist the Veteran, Service or Family member in identifying their support requirements and then matching and connecting them with organizations that can meet their needs In general the contractor shall be able to provide all labor, tools, supervision, materials, events, training, tracking, reporting and equipment to support the following services: Assistance in the development and implementation of the transition program; outreach services for personnel returning from full time military service and re-entering the civilian community with concentration on education and employment opportunities; networking with the local government and other agencies and disseminate this information to the appropriate Veterans and or Service Members; career support to include career assessment, resume writing, interview skills coaching and identification of employment barriers; participation in Yellow Ribbon events for the Oregon National Guard; working closely with the Department of Veterans affairs to identify available services; identify educational and employment needs of Service Members and their Families within each geographic area; providing reports back to the Oregon National Guard to include but not limited to pre-employment and educational progress, special focus is on the status of unemployed Service Members deployed between 2003 and 2015 to capture information on their progress with reintegration, effectiveness of previously provided services and any current support needed, number of outreach activities achieved and the impact it has made, number of referrals and job placements achieved. The Oregon National Guard may be able to provide limited office space to support these services; however it will be necessary that the contractor be able to support their employees in every other fashion. The contractor shall provide staff that is knowledgeable in state and federal programs in regards to employment and educational opportunities available to support the needs of the Veterans, Service Members and their Family Members. Interested firms are to complete pages 1-2 of the Sources Sought Information Request Form and return it via e-mail to jody.k.owens.mil@mail.mil no later than 1000 Pacific Standard Time on 23 March 2015.
