- TITLE: NNA04CI14T SECTEK, Inc. It is the intent of NASA-Ames Research Center to extend the period of performance of Contract NNA04CI14T with SECTEK Inc., on a sole-source basis, pursuant to 10.U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The performance period will be extended for a maximum of six months (April 1, 2015-October 31, 2015) and will consist of a three-month base, and three one-month option periods, inclusive of a sixty day phase-in/phase-out period. Contract NNA04CI14T, awarded as a result of full and open competition under a GSA Schedule to SECTEK Inc., on June 1, 2004, provides protective services which includes security, emergency response, risk assessment, vulnerability analyses, innovative and strategic recommendations for security enhancements and upgrades, international visitor requests, infrastructure security and badging operations, safeguards and counterintelligence services. Additional services include staffing a 24/7 operation during emergency or disaster periods. These services are critical to the day-to-day operation of the Center and cannot be allowed to lapse. This extension is necessary to maintain the critical continuity of protective services until the current procurement process for the follow-on contract has been completed and a new contract awarded. Many of the facilities at ARC are unique facilities and are critical to the missions of ARC and NASA, such as wind tunnels, flight simulators, research laboratories, and arc jets. Over the course of the term of the contract, SECTEK has acquired expert knowledge of ARC unique and aging facilities. The current contract with SECTEK is considered the only contractor that can meet ARCs needs given the potentially short period of performance for the extension. Extending the protective services contract is necessary to avoid disruption to security operations, pending completion of the competitive follow-on action. Award to another source at this time would disrupt security operations at ARC and would result in unacceptable delays in fulfilling the Governments requirements. A gap in the provision of security and law enforcement services or a delay in response to a security or safety related incident at ARC could result in personnel injury and/or destruction of facilities. Further, a separate competition and award covering this maximum six month period would generate a substantial duplication of costs to the Government that could not be recovered (i.e. costs associated directly with re-procurement and learning curve costs associated with the transition to a new contractor), that would needlessly endanger the seamless continuity of services, and cause slips in critical milestones that would generate unacceptable delays in fulfilling the agencys security requirements, which are critical to the safety of the community and facilities of ARC and NASA. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 17, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All questions MUST be in writing and should be directed to Ms. Drake not later than 4:30 p.m. local time on March 17, 2015. All responsible sources may submit an offer which shall be considered by the agency.
