- A. Sources Sought Notice: HHS-NIH-NHLBI-CSB-DE-2015-088-KEW B. Title: Procurement of maintenance services for five (5) Getinge made 123LS small sterilizers. C. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 811219 should not submit a response to this notice. D. Information: 1. Background The NHLBI is seeking small businesses with the ability to provide the National Institutes of Health (NIH)/National Institute of Dental and Craniofacial Research (NIDCR)/Division of Intramural Research (DIR)/Office of the Director (OD) with a maintenance plan for the Government owned 123LS Small Sterilizers. The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The NIDCR requests the provision and delivery of the maintenance plans, as specified, to the National Institute of Dental and Craniofacial Research (NIDCR). The NIDCR currently owns five (5) 123LS Small Sterilizers and requires a maintenance plan to keep them operational. 2. Purpose and Objectives The purpose of this acquisition is to provide the NIDCR with a maintenance plan to cover the five (5) 123LS Small Sterilizers in the OD lab. The objective of this acquisition is that the maintenance plan through preventative maintenance and repairs will keep the 123LS's operational. 3. Project Requirements The Contractor shall provide the following services: 1. The contractor shall provide the products below: a. Contractor shall provide all labor, material, and equipment to provide preventive maintenance for five (5) Government-owned autoclaves. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. b. Contractor shall perform not less than four (4) preventative maintenance inspection(s) during the contract period for each Sterilizer. Service shall be performed by factory trained Field Service representatives. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. The Contractor shall provide emergency repair services on an unlimited basis during the term of this contract at no additional cost to the government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday excluding and Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for PMI. d. The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumable items such as batteries and light bulbs. Parts shall be new or remanufactured to original equipment specifications. e. The contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates/upgrades and revisions from the Government. Defective software shall be replaced at no additional cost to the Government. f. The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. g. PERSONNEL QUALIFICATIONS: The Contractor shall provide personnel factory trained having experience in the servicing aforementioned instrument. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on the equipment covered by this contract. 4. Anticipated Period of Performance April 1st, 2015 - March 31st, 2016 5. Capability Statement Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement must specifically address each contractor requirement separately. The capability statement should include: a. Evidence of the ability to provide the services as listed under section 3: Project Requirements b. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the North American Industry Classification System (NAICS) code: 811219, Other Electronic and Precision Equipment Repair and Maintenance, small business size $19M. c. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. 6. Other Important Considerations: None 7. Submission Instructions: a. Page limitations: The capability statement shall not exceed 10 single-sided pages (including all attachments, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. b. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. c. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Kyle Wisor, Contract Specialist, at kyle.wisor@nih.gov in either MS Word or Adobe Portable Document Format (PDF), by March 13th, 2015 9:00 AM, EASTERN TIME under Solicitation Number: HHS-NIH-NHLBI-CSB-DE-2015-088-KEW. FAXES ARE NOT ACCEPTED. d. All responses must be received by the specified due date and time in order to be considered. E. Conclusion: (1) Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
