- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 611430. We are especially interested in 8(a) WOSB and 8(a) Hubzone to assist us in meeting our small business goals. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing Senior Cyber Security Instructor/Writers that meet the following qualifications: a)Possess DoD 8570.01 IAT level III baseline certification requirements, currently ISC2 Certified Information Systems Security Professional (CISSP) or higher level certification. Update certification as required. b)Possess DoD 8570.01 IAT level II baseline certification requirements, currently CompTIA Security+ 401 or higher level certification. Update certifications as required. c)Possess CompTIA Network+ certification or higher level certification. d)Be Instructor Qualified, Instructor Training Course or Army Basic Instructor Course (ITC/ABIC). ITC/ABIC, certification must be less than five (5) years old. All personnel not properly ITC/ABIC qualified will have to successfully complete the course upon award of contract. e)Possess a minimum of six years experience instructing IA and/or worked directly in the career field during six (6) of the preceding eight (8) years. f)Possess skills/knowledge of performing office automation work that includes word processing, electronic mail, spreadsheets, and other personal computer applications; typing a variety of materials from rough draft into final form including narrative and tabular material e.g. correspondence, reports, and forms; maintaining training records, historical records, survey results, reference library of training catalogs, regulations and other miscellaneous publications; establishing and maintaining office functional files and reference files; PC support skills related to installing, configuring and repairing; ability to research and resolve problems using a variety of resources and tools; knowledge management applications e.g. Sharepoint, Army training requirements and resources system (ATRRS), and Blackboard. g)Possess advanced presentation speaking skills (e.g. tailoring content and delivery for different audiences, presenting confidently to large or small groups, and using more creative approaches to presenting). h)Be computer literate (Have a working knowledge of Word, PowerPoint, Spreadsheets, Outlook, PureEdge etc.) i)Possess experience with Army-standard desktop applications and configurations e.g. daily reporting programs, Army Gold Master (AGM) configurations. j)Work as part of a team which will include military, contractor, and/or civilian instructors k)Utilize services of existing third party government or commercial organizations associated with CLC to deliver or assist with delivery of training requirements as determined by the COR l)Work with other schools, institutions, or agencies - Government, DoD, USA, Industry, Academia, or Foreign Government - to identify and implement new information applicable to specific courses (or lessons), as determined by the COR. m)Perform classroom instruction and maintain instructor certification (in accordance with Army and 442nd instructor certification & evaluation criteria) to instruct various CSB courses and evaluate student performances using TRADOC-approved Instructional methodology to include 350-2 (Staff and Faculty Development Training), 350-5 (Ft Gordon Academic Practices), 350-22 (Test Control Policies and Procedures). Policies may be included in the Staff and Faculty Development Branch SOP. n)Present approved CS instruction and apply the current program of instruction (POI) in each of the required CS courses e.g. Sec+, Network Security, CASP, CISSP, or RMF (DIACAP) at designated fixed sites or mobile locations as required. o)Stay current with required industry certifications and provide a copy of certifications to the COR. p)Install and/or operate classroom control software on classroom IT equipment. q)Maintain established classroom security requirements and procedures as prescribed in TRADOC Pamphlet 350-70-4, FG policies, and/or local SOP. All issues will be reported to the COR or TPOC as soon as identified. r)Audit and edit all developed courseware for accuracy, completeness, flow, balance, and clarity of understanding, as determined by the COR. From the results of the students' critiques, review and modify all lessons, material, labs, and instruction to ensure it imparts the maximum amount of value in the minimum amount of time. s)Revise, update, or develop and implement new and existing courseware and materials used in all CSB CS related training, IAW TRADOC Regulation 350-70, as determined by the COR. This is dependent upon the changes in technology, a change in training requirements, and update of critical tasks. Examples of courseware and materials are briefings, handouts, study guides, evaluations and progress checks, exercises, instructor-training materials and lesson plans. The COR will provide formats for lessons/training plans. The contractor shall provide supervision, planning timelines for development, revision, administration or instruction of various CSB related courseware and material within the government specified timeframe. At a minimum the timeline(s) shall include: time to task schedules, milestones to completion, progress reports, limitations or constraints t)Attend meetings and conferences. In efforts to maintain currency of the courseware and materials, the instructor/writer shall obtain and record information regarding modification requirements. The COR will identify the meeting location, security requirements, and method of documentation. Instructor/Writers shall submit all meeting/conference notes, handouts, and material obtained no later than (NLT) five (5) days after meeting/conference. u)Perform duties as a Pearson Vue and/or Prometric proctor where applicable and required. *Note: The government anticipates 2 instructors to fulfill this requirement. Potential offerors having the ability to provide the service described are invited to provide a statement via e-mail. The statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Ability to provide the product. Responses are due no later than 0700 EST, Tuesday, 17 March 2015, and shall be electronically submitted to Tara L. McAdoo at tara.l.mcadoo.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
