SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.1 SCOPE C.1.1 Mission/Purpose The Bureau of Overseas Buildings Operations, Directorate of Construction, Facilities and Security Management, Office of Security Management is responsible for the development and implementation of the Construction Security Monitoring Program at the Department of State (DoS). The purpose of this contract is to provide Site Security Personnel (SSP) to assist the Office of Security Management (SM) in accomplishing (its) mission of ensuring the security integrity of both domestic and overseas construction sites and storage areas. C.1.2 User Organization The Office of Security Management will be the user organization within the Department of State. The Office of Security Management is located at 1701 North Fort Myer Drive, Arlington, Virginia 22209. The official U. S. Postal address for the Office of Security Management is: Department of State, OBO/CFSM/SM, SA-6, Suite700; Washington, DC 20522-0607. C.2 STATEMENT OF WORK C.2.1 General. The Department of State (DoS) requires Site Security Personnel (SSP) support services at various domestic and overseas facilities to detect unauthorized access to internal controlled areas, to deter the introduction of unauthorized materials to the site, and to surveil the activities of un-cleared construction workers to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed or its surroundings. Four types of SSP may be required: 1) Cleared American Guards (CAG), 2) Construction Surveillance Technicians (CST), 3) Team Leaders, and 4) Site Security Coordinators (SSC). All work shall be in accordance with Task Orders issued by the Contracting Officer and accomplished in accordance with specific procedures set forth in the Contractor's Program Management Plan (PMP) which is to be submitted for approval before commencement of the work and updated as required thereafter. The Contractor shall ensure that in the performance of this contract, all persons manifest a neat and professional appearance consistent with the position and duties. The Contractor shall stipulate as part of the PMP: uniforms, dress code, and standards of conduct. The PMP may include alternative dress code provisions based on climate, security environments, and local norms. Such deviations from the approved uniform standards, as set forth in the PMP are at the discretion of the COR and or A/COR. When making personnel assignments for each specific project site, the Contractor's team will possess a combination of work experience and backgrounds. SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.2.2 Cleared American Guards - General Requirements C.2.2.1 Access Control The Site Security Manager (SSM) will develop Guard Orders and Standard Operating Procedures governing the Cleared American Guard functions at each project location. The Contractor shall establish one or more guard posts at locations specified by the SSM to control access in accordance with the SSM's instructions. A central post will be staffed on a 24 x 7 (24 hours per day, 7 days per week) basis unless otherwise stipulated in the guard orders, as set forth in writing by the SSM. The Contractor shall establish access control posts at locations designated by the SSM, to control access to 1) the construction site; 2) internal secure areas; and 3) Secure Storage Areas (SSA). The Contractor shall be responsible for identifying all persons accessing the construction site, secure areas and responsible for issuance of the appropriate identification badges to only persons authorized access. The Contractor shall dissuade and report (all) unauthorized personnel or vehicle entry, or attempted entry, onto the construction site or into designated secure areas. The Cleared American Guard (CAG) shall report all unauthorized entries to the Contractor's Team Leader who reports to the SSM. In the absence of the SSM the Team Leader reports to the OBO Project Director or the Regional Security Officer (RSO). If the guard post is only required during times in which construction is in progress, the Contractor shall ensure effective coordination and communication exists to avoid any delay or lapse in staffing of the guard post (s). The Contractor shall be responsible for control of all secure storage areas as designated by the SSM. C.2.2.2 Inspection The CAG staff shall ensure that all persons, packages, bags, boxes, crates, vehicles, or other means of introducing material onto the construction site or into the secure areas are inspected for questionable or prohibited items. Means of inspection include, but are not limited to, metal detectors, explosive trace detectors, use of x-ray machines and visual examination. All required equipment will be provided and maintained by the General Contractor (GC) or the U.S. Government. The Contractor shall notify the SSM or designee of any impediments to timely and effective inspection, including but not limited to deficiencies or malfunctions in any Government Provided Equipment (GPE). C.2.2.3 Perimeter and Internal Surveillance The Contractor shall surveil the perimeter and internal secure areas through the use of Government-furnished closed circuit television (CCTV) systems and other intrusion detection systems (IDS) in accordance with the Site Security Manager's Orders. The Contractor shall monitor these systems on a 24/7 basis from an Access Control Facility (ACF) unless otherwise directed in writing by the Site Security Manager. The Contractor shall also provide a CAG position(s) to rove the construction site after-hours, per the Site Security Manager's orders, to protect the integrity of Controlled Access Areas (CAA) and its materials. The required number of roving CAGs shall be determined by the Site Security Manager. A Government provided electronic verification system will be utilized to ensure specific areas are observed. C.2.3. Construction Surveillance Technicians C.2.3.1 Surveillance of Construction Personnel The Site Security Manager will develop (CST) Orders and Standard Operating Procedures governing the surveillance function. These operating procedures must be in accordance with the Security Policy Board SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Guides 1, 2, 3 and the OBO Construction Surveillance Technician/Cleared American Guard Field Guidebook. The Contractor shall monitor, observe, and interact with the construction workers as they accomplish their various construction tasks to preclude the introduction of electronic, electrical, mechanical, or hostile surveillance monitoring devices into finished construction. The Contractor shall be responsible for x-raying or otherwise examining as directed by the government, all equipment, materials and furnishing destined for use in the Controlled Access Areas (CAA). The SSP shall assist with random selection of materials required for construction and installation in, or contiguous to CAAs as directed by the SSM. C. 3 Logs and Records Maintenance C.3.1 Operational Records The Contractor shall provide a log book, consisting of a bound ledger, with lined paper and numbered pages for the access control point of the construction or renovation site. The Contractor's SSP will not tear pages out of the log books. In the event of an error in either making an entry or in setting up the book the SSP will line through the entry and initial the item. Should the error occur while setting up the log book the SSP will annotate the page with "This page not used." All logs shall be maintained by the Contractor in accordance with the Site Security Manager's instructions. Additionally, the Contractor shall report all security related incidents in Incident Report format to the Site Security Manager according to established Orders or instructions. C.3.2 Administrative Records The Contractor will maintain administrative records, which must contain the résumés of all employees furnished under this contract. The Contracting Officer's Representative (COR) is authorized to review all resumes. Daily time and attendance records will may be reviewed by the COR as required. The Contractor is responsible for meeting the personnel requirements of the contract as outlined in Section C.4. Daily time and attendance records will be signed by the respective employee, his/her Team Leader, and the Site Security Manager or his/her designee in the absence of the SSM. C.3.3 Monthly Activity Report The Contractor shall submit a Monthly Activity Report to the COR to be received no later than the eighth day of the following month. A separate section will be submitted for each project site. The report will include as a minimum: projects and names of personnel assigned to each project site. Also, the number of personnel hired, resigned, or terminated; security problems encountered; and a general summary of personnel-related issues. C.3.4 Weekly Deployment Report The Contractor shall submit a Weekly Deployment Roster to the COR to be received no later than 1200 hours on Friday of each week. The report must include the name, project assignment, arrival date, rotation date, visa expiration date, and total number of personnel deployed by labor category. Microsoft Excel is the preferred format. Please refer to Section J for example. SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.3.5 Personnel Roster The Contractor shall provide the COR a roster of all Site Security Personnel to include: name, date, place of birth, passport number, and level of clearance. The Personnel Roster is due 30 days after award of this contract. When personnel are employed or terminated an updated roster must be provided to the COR within five (5) working days. C.3.6 Passports In most instances, Contractor personnel are currently required to travel on regular US Passports with appropriate visas, work/residence permits as required by the country to which their employees are being assigned. Should the Contractor's employees be issued official US government passports, then the passports shall only be utilized while traveling in support of official government business to the site for which the official passport was issued. The Contractor shall be responsible for maintaining a current record of all official passports issued to its employees. The Contractor shall submit a monthly inventory of all official passports to the COR. Additionally, all official passports must be returned to the COR when the employee leaves the Contractor's employment or when the contract has been completed. C.3.6.1 Official Passports C.3.7 Visas and Work permits The Contractor is required to obtain all visas and work permits as required for travel Outside the Continental United States (OCONUS). The Contractor must notify the COR immediately if there are problems meeting personnel requirements due to the inability or extended delay obtaining or extending a visa. C.3.8 Training Roster The Contractor shall provide the COR a monthly roster of all Site Security Personnel who have been trained under this contract. The report must include, name, date trained, certificate number and labor category. The Site Security Personnel will not be used interchangeably unless they are trained in multiple disciplines. Resumes of all potential SSP will be submitted to the COR/ACOR prior to their attending US government provided training at the Department of State Training Center (DSTC). C.3.9 Inventories All tools and equipment required for job performance will be provided by the Government or the General Construction Contractor as Government Furnished Equipment (GFE), and will be properly inventoried and secured by the Contractor. C.3.10 Anomalies All mechanical, electrical, electronic, or other technical surveillance devices found by the Site Security Personnel will be the property of the United States Government (USG). The Site Security Manager or Regional Security Officer will provide guidance in handling and reporting hazards and or penetrations as required by the Security Policy Board Guides 1, 2, 3, and the OBO Construction Surveillance Technician/Cleared American Guard Field Guidebook. SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.4 Personnel Requirements C.4.1 Categories of Site Security Personnel The Contractor shall furnish two primary categories of Construction Security Personnel under this contract. Cleared American Guards and Construction Surveillance Technicians. Except in special cases approved by the COR, the Contractor's Site Security Personnel will not be used interchangeably while on site. C.4.2 Site Security Personnel General Requirements. Cleared American Guards and Construction Surveillance Technicians must be U.S. Citizens at least 21 years of age or older. All Site Security Personnel must meet the medical requirements noted in Section H.12 and possess the security clearances noted in H.1.1. Before incurring any costs relative to the assignment of Site Security Personnel, the Contractor shall ensure that the individual meets the standards and qualifications set forth in the contract and the approved Contractor's PMP and that a resume supporting the candidate's qualifications is made available to the COR. C.4.3 Cleared American Guards shall provide perimeter and internal access control, control of secure storage areas, and personnel or material escort within or to a construction site. CAGs may at time assist in the random selection of materials required for construction and installation. ALL Cleared American Guards (CAG) must have, at a minimum, a high school diploma or GED equivalent and preferably three years of military experience as a Military Policeman or Marine Security Guard or three years of experience as a security watch stander whose duties included the use of alarm systems, metal detectors, x-ray devices and closed circuit television systems. All Cleared American Guards will be capable of speaking English and of writing concise reports in English. Cleared American Guards recommended for a Team Leader position must have at a minimum 5 years' experience, unless otherwise stated in the task order Request for Proposal. C.4.4 Construction Surveillance Technicians shall monitor un-cleared workers during designated phases of construction; x-ray and inspect material, equipment and furnishings designated for use within Controlled Access Areas of the construction site; and assist in the random selection of materials required for construction and installation in the CAA and areas contiguous to the CAA. Construction Surveillance Technicians must have at least five (5) years' experience in at least one of the following areas of expertise: • Construction security surveillance • Technical Surveillance Countermeasures • Industrial or government security involving counterintelligence • Construction quality assurance • Hands-on supervisory construction experience Employment as a CST is subject to taking and successfully passing a blue-print reading pre-test to verify minimum skills in reading drawing/blueprints. The test will be provided by the DS Training Center and must be administered by the COR, ACOR, or cognizant training representative at the Diplomatic Security Training Center. SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.4.4.1 Construction Surveillance Technicians must be knowledgeable of all construction disciplines, to include Civil, Architectural, and Mechanical, Electrical, and Electronic Engineering principles. They shall be capable of reading and analyzing designs and blueprints, and recognizing the architect's intended use. CST's shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not wanted by the architect. The CSTs shall have knowledge of Technical Surveillance Countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. CSTs shall become thoroughly knowledgeable of Department of State security procedures and the level of security required in various parts of each facility under construction/renovation. CSTs must be capable of speaking English and writing in English; detailed reports, analyses of problems, findings, and security situations which require staff actions. CSTs shall be capable of independent decision-making, possess a high degree of individual initiative, and function with minimal supervision. The CSTs are required to maintain daily logs during their tour of duty. Logs are to be submitted to the Contractor's Team Leader who will review them for accuracy and present them to the Site Security Manager. C.4.5 Team Leader Subject to prior approval by the COR/ACOR, the Contractor shall designate an individual to serve as the Contractor's Team Leader at each work site. All Team Leaders shall be selected from the Contractor's cadre of experienced CAG/CST personnel. As such they will possess the requisite skills as delineated for the particular labor category. Additionally, those personnel selected to be Team Leaders will have a minimum of three years of active experience in the construction security monitoring program and have served on a minimum of two construction projects. The Team Leader shall receive and implement orders or special instructions from the Site Security Manager or Regional Security Officer concerning matters which affect the security operations of the site. The Team Leader is also a working member of the team. C.4.6 Site Security Coordinator The Contractor's most experienced Team Leaders may also serve as a Site Security Coordinator (SSC) at designated DoS sites. The purpose of the SSC is to assist the DoS Security Office with the day-to-day security coordination and management of DoS and OBO Construction Projects. Site Security Coordinators are generally responsible for a variety of management-type duties. All Site Security Coordinators (SSC) will be capable of speaking English and possess the ability to write concise reports in English. The SSC will have a minimum of two years of experience as a Team Leader. The SSC will be experienced in both guard and construction surveillance functions. The SSC must be capable of independent decision making, possess a high degree of initiative and be capable of functioning with minimal supervision. The SSC will be required to maintain a detailed, daily log of numerous construction activities and render a written report to the Regional Security Officer and Washington DC Desk Officer for review. C.5. GOVERNMENT FURNISHED PROPERTY (GFP) C.5.1 The Government will provide the following items for use in the performance of this contract: C.5.1.1 Communications equipment (two way voice radios as deemed necessary). C.5.1.2 Site inspection and surveillance tools and equipment. C.5.1.3 Computer system for use by the Team leader C.5.1.4 ID system equipment and supplies. SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.5.1.5 Personal identification passes. C.5.1.6 Guard-1 Plus System or equivalent C.5.1.7 Respiratory Mask (OSHA CERTIFIED) C.5.1.8 Hard Hats C5.1.9 Safety Harnesses C.5.1.10 The Government will not furnish any other materials or equipment unless it is specifically stated in a formally issued Task Order. C.5.2 The Government will be responsible for the maintenance, repair, and/or replacement, of tools and equipment furnished for the Contractor's use. The Contractor shall be responsible for operator maintenance and care of all Government furnished tools and equipment, and shall maintain a log reflecting equipment status. C.5.3 The COR/ACOR or the Site Security Manager will provide disposition instructions for Government Furnished Property, to the Contractor, at the end of the project. C.6 Management C.6.1 Personnel The Contractor shall furnish all managerial and administrative support personnel to accomplish all work required under the terms of the contract. The Contractor shall submit the names of the individuals who will be 100 per cent devoted to managing this contract on a day-to-day basis. C.6.1.1 Domestic Management Personnel Certain domestic Contractor personnel assigned to manage this contract shall require a SECRET security clearance issued by Defense Security Service. These personnel shall include those whose duties include recruiting, travel arrangements and payroll for site personnel. The Program Manager and Deputy Program Manager must each have a Defense Security Service Top Secret personnel security clearance and be eligible to obtain a Department of State reciprocal Top Secret clearance. C.6.2 The Contractor shall be capable of operating independently without support from DoS. Any support provided by DoS is considered voluntary and not required under the terms of the Contract. C.6.3 The Contractor is responsible for ensuring that its Team Leader is supplied with the necessary means to defray any financial obligations which may arise on short notice. This includes funds necessary for medical emergencies and SSP removals from post for cause. C.6.4 Schedules The Contractor shall prepare and maintain all Site Security Personnel schedules in accordance with contract requirements. The Cleared American Guards will be scheduled to work up to 58 hours per week. The Construction Surveillance Technicians will be required to work up to 64 hours per week. (The hours for both labor categories include close of business procedures, pass down time, and any other administrative time so that no individual works in excess of budgeted regular time as part of the standard SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT services). All work schedules must be approved in advance by the SSM. Only hours actually worked at the site will be reimbursed. Personnel will not be paid for lunch breaks. C.6.5 Duty Hour Limits In other than an emergency situation, no Site Security Personnel will be scheduled to be on duty for more than twelve (12) continuous hours in a twenty-four (24) hour period. The minimum time off between scheduled duties will be 12 hours. The Contractor shall ensure that appropriate breaks, e.g., meal breaks, are scheduled during all shifts. C.6.6 Overtime All overtime must be approved in advance by the COR/ACOR. Domestic overtime for CAGs and CSTs consist of hours worked above 40 hours, and at the overtime rate. CAG overtime for overseas work consists of labor hours worked above 58 hours per week. CST overtime for overseas work consists of labor hours worked above 64 hours per week. Emergency overtime can be approved by the SSM. All overtime that is authorized at site must be reported to the COR/ACOR by email the next business day. NOTE: There is no separate labor rate for overtime in an overseas working environment. C.6.7 Assignment Period All Site Security Personnel assignments will be for a period of one year, unless the period of performance stated in the Task Order is for a lesser time period, in which case the tour of duty will be equal to the stated period of performance. Assignments to posts where danger pay is authorized will be for a period of six (6) months unless the period of performance outlined in the Task Order is shorter. The Contractor's Site Security Personnel are not authorized to take annual leave during this assignment period. Emergency leave costs will be the burden of the contractor. C.6.7 Assignment Period Extensions All requests for individual extensions must be requested in writing 60 days prior to the end of the individual's current tour. The Site Security Personnel will submit their requests for extension through the Team Leader or Site Security Coordinator to the Site Security Manager. The Team Leader will simultaneously notify his Program Manager of the request. The SSM will notify the COR in writing of the request and advise of his approval or disapproval. The COR will contact the respective Contractor PM to ensure there are no conflicts with the Contractors staffing plans for other projects. Provided there are no conflicts the COR may approve the extension and notify the SSM. C.6.8 Briefings and Debriefings All Contractor Site Security Personnel shall be required to participate in security briefings and debriefings as required by DoS. C.6.9 Personnel All Contractor Site Security Personnel proposed for overseas deployment shall be initiated for a reciprocal DoS Top Secret personnel security clearance, based on their most recent Defense Security Service Top Secret personnel security clearance, and undergo a suitability review prior to their deployment. Personnel may be deployed after the reciprocal DoS clearance and suitability review package has been submitted (as detailed in Section H.1.1.2). If new information has been developed since the individual was last adjudicated for a clearance and it prevents the granting of a reciprocal clearance; or the individual is determined to not be suitable for the position, and the Contractor shall be responsible SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT for removing the individual from the site and providing a replacement. Therefore, the Contractor shall initiate the DoS reciprocal clearance and suitability review process as soon as an individual has been identified as a new hire, and before sending the individual to the DoS training. C.6.10 Guard Orders General and Specific Guard Orders will be promulgated by the Site Security Manager and provided to the Contractor's Team Leader for posting and implementation. The Contractor's Team Leader will ensure that all Site Security Personnel under his/her supervision are thoroughly familiar with the General and Specific Guard Orders before assuming duty. The Contractor's Team Leader under this contract will be available to receive and implement Orders or Special Instructions from the SSM concerning matters which affect the operation or security of the project site. C.6.11 The Contractor shall establish and maintain close, continuous and responsive contact with the COR and other designated Department of State personnel. C.7. TRAINING C.7.1 Contractor Provided Training The Contractor provided training will be designed to prepare Cleared American Guards and Construction Surveillance Technicians for services at the DoS facilities. Training curriculums must be approved by the COR. The Contractor training will include at a minimum: C.7.1.1 Security Awareness and Personal Security C.7.1.2 Observation Skills/Site Surveillance C.7.1.3 Techniques of Access Control C.7.1.4 Personnel and Vehicle Screening and Search Techniques C.7.1.5 Rules of Personal Conduct C.7.1.6 Mandatory Blueprint reading pre-test for Construction (Surveillance) Technicians only C.7.1.7 Emergency Medical Training to the Advanced First Aid level as described by the American Red Cross. C.7.1.8 Reading comprehension test. C.7.1.8.1 Note writing sample from reading test. C.7.1.9 The Contractor shall provide in-house leadership training to those personnel who will be assigned to fill Site Security Coordinator and Team Leader positions. C.7.1.10 The Contractor shall provide annual sensitivity training for all SSP. C.7.2 Reimbursement for Contractor-Provided Training. The Government will reimburse the Contractor for salaries of the trainees at the rate provided in Section B, for one week of Contractor-Provided Training. C.7.3 The Contractor will not be directly reimbursed for Contractor provided training facilities, trainers, or training materials. SECTION C DESCRIPTION/SPECIFICATIONS/WORK STATEMENT C.7.4 Government-Provided Training The Contractor's Site Security Personnel shall attend training at the Department of State Training Facility. Training will be appropriate to job category. Portions of this training will be classified. A final Top Secret clearance is required before being allowed to attend DoS training. The Government will reimburse the Contractor for salaries of the trainees at the rate provided in Section B, for two weeks of US Government training provided the Contractor personnel successfully completes the training program. Contractor Site Security Personnel shall not attend Government Provided Training unless they have been assigned to a specific construction project against an active Task Order. C.7.4.1 The Department of State in-service training in the Washington, D.C. area will include: • Security Program Functions, Responsibilities and Authority • Security Standards and Procedures • Principles of Physical and Technical Security • Specialized Surveillance and Screening Equipment, including X-ray • Construction Surveillance Requirements and Techniques • Counterintelligence and Operational Security • Industrial Security • Construction Site Safety • Improvised Explosive Devices • Chem-Bio Threats • Vehicle Search • Interpretation of Project Specifications and Drawings • Other Areas as Necessary C.7.5 Government-Provided Training/Reimbursements The Government will reimburse the Contractor for trainee salaries at the rates provided in Section B, plus per diem and actual travel costs. C.8 Compensation and Benefit Minimums INFORMATION WILL BE INCLUDED WITH THE RELEASE OF FULL SOLICITATION.
