- Description
- The Mission and Installation Contracting Command (MICC) Center-Fort Bragg located at Fort Bragg, NC intends to award a sole source contract to Odyssey Marketing Group, Inc., 380 N. Main Street, Alpharetta, Georgia 30009-2322 for the continuation of Child, Youth, & School Services for the United States Army Reserve Command (USARC). This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1. The basis for restricting competition is that these services are only available from the original source during this period as they are the only source available because of the specialized nature of the CYSS requirement and the high level of personnel qualification required. Award to any other source without adequate phase in time would have the same impact as a break in services and would result in ultimate mission failure. The anticipated period of performance is a base period of 27 March 2015 through 26 July 2015, and one (1) two-month option period. The services are divided into the following major elements: -Promotion, Prevention, and Intervention CYSS to support the Soldier's lifecycle; -Provide assistance to soldiers and families in locating viable affordable child care in the communities they reside; -Foster resilient and self-sufficient children, youth and families and enhances readiness by providing CYSS services that support all the phases within the Soldier lifecycle; -Provide quality training to AR personnel, family program volunteers, soldiers, families and community partners on programming, curriculums and resources that support the Soldier's lifecycle; -Provide CYS Services that meet the identified soldiers and family needs as measured through a needs assessment and expands collaboration among organizations both on- and off-installation to meet the requirements; -Integrate technology into all aspects of CYSS program operations; and -Provide professional, competent, and functionally trained personnel and volunteers to provide CYSS. It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement.
