- DRAFT PWS - DSTRESS SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources to support the U.S. Marine Corps Marine & Family Programs Division (MFC), DSTRESS Line Call Center Support. CONTRACTING OFFICE ADDRESS: Regional Contracting Office - National Capital Region, Marine Corps Base Quantico, Virginia 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services. The MFC is seeking information for potential sources to provide 24/7/365, Marine-specific call center, providing phone, chat, and video-telephone capability for anonymous, non-medical, short-term, solution-focused counseling for circumstances across the "Stress Continuum", including but not limited to stress and anger management, grief and loss, the deployment cycle, parent-child relationships, couples communication, marital issues, relationships, relocations, and suicidal crisis support for the MFC, Marine Corps Base (MCB), Quantico, VA 22134. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-12-P-0120 Contract Type: FFP Incumbent and their size: TriWest Healthcare Alliance, Large Business Method of previous acquisition: Full and Open competition via Federal Business Opportunities (FBO). Brief description of the current program/effort: The DSTRESS Line is a 24/7/365, Marine-specific call center, providing phone, chat, and video-telephone capability for non-medical, short-term, solution-focused counseling and Psycho-education briefings for circumstances amenable to brief intervention, including but not limited to stress and anger management, grief and loss, the deployment cycle, parent-child relationships, couples communication, marital issues, relationships, and relocations based on the needs of the community being served. The counseling approach is psycho-educational, which helps participants learn to anticipate and resolve challenges associated with the military and post-active-duty lifestyles. This non-medical support is aimed at increasing resilience and preventing the development or exacerbation of mental health conditions that may detract from military and family readiness. The DSTRESS Line: • Provides beneficiaries with an avenue for anonymous, non-reportable discussions of personal life issues. (Note: reportable information may be gathered in Duty to warn situations.) • Provides beneficiaries with a "by Marine/for Marine" service staffed by veteran Marines and Fleet Marine Force corpsmen, Marine family members, and civilian counselors specifically trained in Marine culture. Anticipated Timeframe: 16 September 2015 to 15 September 2020 Place of Performance: Contract work will take place at the Contractor's call center(s). The call center will be located in the continental United States, but will have a global reach to maintain world-wide contact with beneficiaries 24/7/365. Meetings and other data collection may take place at MF facilities, at various Marine Corps installations as coordinated with MF, and the Marsh Building, 3280 Russell Road, Marine Corps Base, Quantico, VA. REQUIRED CAPABILITIES: 1) Provide a Voice-Over-Internet-Protocol (VOIP) enabled call center for both peer-to-peer and clinical, non-medical behavioral health counseling to the following beneficiaries: Marines, attached Sailors, family members. Provide for beneficiary contact through telephone, Chat, video chat (Skype), and email. 2) Provide 24/7/365 operation of the DSTRESS Line. 3) Provide Global access, (beneficiaries may contact the DSTRESS Line from any point in the world. 4) Provide anonymous post-contact surveys to determine multiple DSTRESS Line measures of effectiveness, via; Interactive Voice Response (IVR) survey options for callers, and automated survey forms for beneficiaries using Chat. 5) Provide a default backup line to the 19 United States Marine Corps (USMC) installations Sexual Assault Prevention and Response (SAPR) 24/7 Helplines on a 24/7, 365-day basis. 6) Provide counseling that meets the following; • Anonymous unless; there is a "duty to warn" legal authorities of risk or danger to self or others; or, the beneficiary volunteers personally identifying information (PII). • A "By Marine/For Marine" nature, where beneficiaries can speak with a; Customer Care Representative (CCR). Peer-to-Peer counseling ideally with a fellow Marine, Fleet Marine Force corpsman, or Marine family member, or a Behavioral Health Counselor (BHC). A licensed or masters-level clinical counselor who has been trained in Marine culture and is specifically familiar with Marine and family issues and concerns. 7) "Duty to Warn" Scenarios • Provide immediate, actionable identifying information to appropriate local first responders (e.g., military police, civilian police, paramedics) when a contact indicates that he/she is a threat to self or others. SPECIAL REQUIREMENTS SECURITY REQUIREMENT. The Contractor is responsible for; • All employee and facility security, and • The security of all PII received from DSTRESS Line contacts. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611 - Administrative Management and General Management Consulting Services, with the corresponding size standard of $15.0 M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all sources that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
