- G15PS00253 09-Attachment 2 Surface Image 09-Attachment 1 Drilling Bid Worksheet (MS Excel) This Solicitation Notice is a Combined Synopsis/Solicitation to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for the installation of (2) alluvial monitoring wells near Columbia, Missouri, USA in accordance with the Work Statement. The solicitation number is G15PS00253 and is being issued as a Request For (Proposal Quote (RFQ). The policies contained in FAR Part 36, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 237110 Water and Sewer Line and Related Structures Construction, which has a Small Business Adminstration Small Business Standard of $36.5 million. A copy of this solicitation may be accessed at FedConnect (www.fedconnect.net). All requirements for preparation, submission, and receipt of quotes contained in the solicitation shall be adhered to. 52.000S-1169, GS0218 Drilling - Contractor Evaluation (OCT 1997) Prospective offerors must provide information on their equipment and personnel sufficient to enable the government to determine that the contractor's equipment and personnel can satisfactorily perform the work described in the statement of work. Failure to provide this information or a finding of unsatisfactory equipment or personnel may be grounds for rejection of the bid." Award Based on Best Value. Basis of award will be based upon price and other factors. Evaluation Factors. (a) Proposals submitted in response to this solicitation will be evaluated based upon the following non-price or non-cost factors, which are of equal importance. Factor (A) Past Performance: Offerors shall submit not less than two references for services performed during the past three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offeror ¿s quotation. In addition, any information obtained by the Government from references outside of the offeror ¿s quotation may also be used, in a similar manner, in the technical evaluation of the offeror ¿s quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision. Factor (B) Technical Performance: Offerors must be established in the required services business. Offerors must provide a narrative, not to exceed two pages, describing their capabilities to perform the services described in the Statement of Work. Award. The award of this requirement shall be made using only the procedures found in Parts 13 and 36 of the Federal Acquisition Regulations (FAR). Award shall be made to the vendor whose quotation, conforming to this solicitation, is determined to be the most advantages to the government, cost or price and the other non-cost or non-price factors listed above. In determining which quotation offers the greatest value or advantage to the Government, overall non-price merit will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotations. Between acceptable quotations with a significant difference in non-price merit, a determination will be made as to whether the additional non-price merit or benefits reflected by a higher priced quotation warrants payment of the additional price or cost. Quotation Preparation. The offeror is cautioned to study the Evaluation Factors stated above along with their relative importance. Your quotation package shall address each of these factors since these are the standards against which your quotation will be evaluated. It is the offeror ¿s responsibility to include the appropriate documentation in its quotation package to allow a complete technical/price evaluation. Failure to submit the appropriate documentation may result in the rejection of the quote. 52.000S-1172, GS0220 Drilling ¿ Preaward (OCT 1997) The government reserves the right to conduct a pre-award survey pursuant to FAR 9.1 for the purposes of determining the responsibility of prospective contractor. To be considered for award, an offeror must be regularly engaged in the type of services required herein in the area in which any contract is to be awarded or, if newly entering the field, must submit to the contracting officer evidence that all necessary prior arrangements (written commitments) for space, equipment, and personnel to perform the services required have been made. The establishment(s) of contemplated subcontractors will be subject to pre-award inspection. An offer may be rejected on responsibility grounds if facilities, number of employees, equipment, tools, and/or financial responsibility are determined inadequate for the proper performance of the work covered by this request for quotation. Offer Package shall be in two volumes: Volume One shall be the non-price evaluation factor support documents, and Volume Two shall be the signed price documents. Questions and Comments. Questions and comments received during the 5 days before this solicitation ends will be considered untimely and may not receive a response.
