Description
Sole Source Notice NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Naval Research (ONR) intends to issue a Cost Reimbursement contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 1 August 2015, to the University of California at San Diego, Scripps Institution of Oceanography (SIO) in San Diego, CA. The period of performance will be approximately eighteen (18) months. The contractor shall support Guaranty Period activities for the Ocean Class Auxiliary General Purpose Oceanographic Research Vessel Sally Ride (AGOR 28). The scope of work is to manage the identification, reporting, planning and resolution of guaranty defects during the Guaranty Period after delivery of the R/V Sally Ride. ONR intends to award this requirement as a sole source to SIO because SIO is one of two institutions selected by ONR under a merit based competition "Operator Selection for Two Auxiliary General Purpose Oceanographic Research (AGOR) Ships (AGOR 27 and AGOR 28)" to select academic institutions or formal consortia of academic institutions to operate and maintain the first of two vessels that will be used by U.S. academic institutions to meet Navy, national, and worldwide research and data collection requirements. As the institution selected for operation and maintenance of AGOR 28 in support of oceanographic research, SIO is uniquely qualified to provide services for the management of guaranty defect correction during the post-delivery Guaranty Period. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $15M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
