Description
The proposed project will involve promoting adult fish passage within the fish ladder by providing cooler water supply using deeper forebay withdrawal structures and a modified discharge release structure. Forebay withdrawal structures include a chimney for diffuser 14 and two extension housings, allowing for an intake depth 66 feet below low forebay elevation. The discharge release for Auxiliary pumps 1 and 2 will be modified to include additional piping and support structure on the face of the dam, allowing the discharge from both pumps to be combined and discharged over the exit of the fish ladder. The contract will include the following: The fabrication and installation of diffuser 14 chimney with an overall height, width and depth of 76 X 13 X 6 feet respectively. The overall weight of the diffuser 14 painted steel chimney is estimated at 40,000 lbs and will be secured to the face of the dam with mechanical anchorage bolts. The fabrication and installation of auxiliary pumps 1 and 2 intake extension housings, which are 36 inch diameter fiberglass pipes with a length of 38 feet; both including a 36 to 60 inch transition bell with flange, allowing the use of mechanical anchorage bolts to secure housing extensions to dam. The rotation of auxiliary pumps 1 and 2 (medium voltage) and the modification of power supply allowing for operation in either the contract or original orientation. The fabrication and installation of the discharge release structure for auxiliary pumps 1 and 2, which includes the support and routing of pipe with diameters ranging from 20 to 30 inches and with an overall length of piping estimated at 35 feet mounted to the face of the dam. The installation and fabrication of an access ladder just south of auxiliary pumps, requiring the modification of handrail and removal of concrete curbing as well as the rerouting of electrical conduit within the immediate vicinity of the access ladder. Place of Performance is at the Lower Granite Dam located near Pomeroy, Washington, Garfield County. All in-water work will require outage of the only fish ladder at Lower Granite Dam thereby eliminating Lower Snake river upstream fish passage. For this reason, a maximum of 2 three-day work windows to install forebay structures will be allowed within the first 2 weeks of June 2015. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Solicitation is open to both small and large business concerns. Solicitation Number W912EF-15-B-0003 will be posted to the Federal Business Opportunities (FBO) website on or about 29 May 2015. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is posted. Refer to the solicitation for details regarding the site visit. Construction magnitude is estimated to be between $1,000,000 and $5,000,000. A bid bond is required in the amount of 20 percent of the total bid price. Performance and payment bonds in the amount of 100 percent of the contract price are required. The North American Industry Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction.
