- Map to delivery location FERTILIZER PACKETS AG-9JGP-S-15-0061 March 10, 2015 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (SF-1449) will not be issued. Solicitation AG-9JGP-S-15-0061 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80. This solicitation is a total Small Business set-aside and the associated NAICS code is 325311 and the size standard is 1,000 employees. Line item 001: Quantity 500,000 fertilizer packets Description of requirements for the items to be acquired: Specifications for controlled release fertilizer packets. The fertilizer (the material) must be in packets that can be placed adjacent to (within 3 inches) individual seedlings that are up to 12 inches in height. The material must be packaged ready to apply to individual seedlings and without any repackaging of the material by the purchaser required (such as in a "teabag" package). The material must be controlled release. This must be demonstrated through independently conducted studies. The release macro-nutrients must be shown to occur over a period of at least 2 growing seasons based on study results. Macro-nutrient release factors should be soil moisture AND soil temperature at the very least. The percentage of macro-nutrients should be within the following parameters; N - The material should be between 18 and 25 percent nitrogen. Nitrogen form used should be Urea. P - The material should be between 10 and 13 percent phosphorus. K - The material should be between 8 and 12 percent potassium. There are no specifications concerning amounts of micro-nutrients in the material. Individual fertilizer packets must be delivered in boxes no more than 40 pounds each and packaged in a way that protects them from moisture (such as a plastic bag in a cardboard box). Must be able to provide an approved Material Safety Data Sheet (MSDS). Materials delivery as early as possible, Quantity 200,000 required within 2 week of receipt of the order, with the additional Quantity 300,000 delivered within 4 weeks of receipt of the order. Delivery Instructions DELIVERY LOCATION: USDA Forest Service, Seed Orchard Foresthill Road Foresthill, CA 95631 The Forest Service Seed Orchard is located approximately 8 miles North of the town of Foresthill on Foresthill Road. There is not an exact address for this location. Vendor must bring proper equipment (forklift/palette jack) to unload the boxes from the delivery vehicle. There is no forklift or palette jack at this location. DELIVERY HOURS: Monday through Friday, 0800 to 1630, excluding federal holidays. SUBMISSION OF QUOTES: Offerors shall submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2, Evaluation -- Commercial Items, is used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, (Dec 2014) Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. The clause at 52.212-5, (March 2015) Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. Questions about the technical specifications should be addressed to Kelly Hack at 530-367-2224 extension 253. 52.212-2 --Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Price - Macro nutrient levels meet the standard and the use of Urea form Nitrogen. - Meet packaging standard - Meet independent testing/study for verification of controlled release - MSDS sheet provided - Meet delivery time/method - Past Performance (references) Technical and past performance, when combined, are equal. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
