Description
Per FAR 5.002 the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) Office of the Deputy Chief of Staff, Engineer (DCSEN) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for environmental remediation services, environmental engineer technical support, environmental special studies, and environmental siting support services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562910 - Environmental Remediation Services. This market research is to gain knowledge of interest, technical capabilities and qualifications of the U.S. Small Business Administration (SBA) Section 8(a) vendors who can support this requirement as a prime contractor. The resultant acquisition approach must ensure there is adequate competition among the potential pool of responsive contractors. For purposes of market research, the Government is seeking to understand the capability and capacity of all 8(a) firms interested in this requirement. If the Government were to set this acquisition aside for 8(a) firms, interested parties would be required to comply with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting and 13 CFR 125.6 (known as the 50% rule). THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The type of solicitation that will be issued will depend upon the responses to this sources sought and other information available to the Government. Responses to this notice will be used as part of the information gathered as market research that will be used to develop the acquisition strategy for this requirement. The Government has not formalized an acquisition strategy, there is no solicitation, and there is no other information available at this time. Other than responses to this sources sought, no other responses or inquiries will be accepted. Questions regarding the scope of work or acquisition strategy will not be accepted at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, no contact of the Technical Office or appointments for presentations will be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The contemplated contract type is Singe Award Indefinite Delivery/Indefinite Quantity (SAIDIQ) Task Order (TO) arrangement. The anticipated period of performance is a five year ordering period (two year base and three one year options). The estimated contract ceiling is $48 Million. The contemplated NAICS code is 562910 with a size standard of 500 employees. Draft synopsis of technical requirement: The USASMDC/ARSTRAT DCSEN provides environmental remediation services, environmental engineer technical support, environmental special studies, and environmental siting support services in support of the command's mission. In performance of this effort the contractor shall support the DCSEN in fulfilling the following responsibilities: The contractor shall support the world wide full spectrum life cycle environmental mission of the DCSEN to ensure the timely delivery of environmental engineer technical support, special studies, environmental remediation services and siting support services for USASMDC/ARSTRAT and its space and missile defense customers. The DCSEN manages USASMDC/ARSTRAT program requirements for environmental compliance, environmental restoration and remediation, environmental planning, as well as environmental planning support to siting studies. The DCSEN provides direct environmental engineer support to all war fighting elements of USASMDC/ARSTRAT to ensure that adequate, timely, and cost-effective support is provided. The DCSEN is responsible for the coordination of the environmental engineering program requirements with regional DoD organizations, including the Installation Management Command (IMCOM), to ensure requirements are fully supported to meet mission objectives. The DCSEN also manages environmental compliance program actions to include compliance visits, environmental training and coordination with host installations for environmental support. USASMDC/ARSTRAT DCSEN is responsible for all command environmental plans and programs, as well as implementation and management of all command environmental compliance/planning/remediation activities in support of the Command's mission. USASMDC/ARSTRAT DCSEN duties include, but are not limited to, the following program areas: -Execute environmental engineering functions; -Provide dedicated environmental compliance support to all elements of USASMDC/ARSTRAT; -Manage Environmental Projects and Programs at the request of DOD Installations, and/or other space and missile defense customers regardless of location -Provide environmental engineering support products to meet the mission requirements of the Missile Defense Agency (MDA), Ballistic Missile Defense Systems Manager (BMDSM), U.S. Northern Command (USNORTHCOM), and other Department of Defense (DoD) and Federal agencies; -Provide environmental engineering support for projects and programs for the Senior Commander at U.S. Army Kwajalein Atoll (USAKA) and Fort Greely, AK; -Execute a command-wide environmental compliance program; -Prepare environmental studies, investigations and analyses to ensure all Command or customer's actions are in compliance with necessary laws and regulations (including, but not limited to, NEPA analysis, biological assessments, etc.); -Conduct field studies, investigations and remediation to support Command or space and missile defense customer's actions, -Provide dedicated environmental compliance and engineering support to emerging technology programs and initiatives to include, but not limit to, the Joint Functional Component Command (JFCC) for Integrated Missile Defense programs, Joint Task Force-Global Network Operations, Ballistic Missile Defense (BMD) Transition and Transfer (T2) process, and Army Force Stabilization programs; and -Provide support to the Nuclear Threat Reduction Agency. The following is information provided to permit insight into the requirement of this acquisition. This information is preliminary and further information/details will be provided in the published Request for Proposal (RFP), if one is released. (1) Operations security is a requirement for this contract. Personnel and facility clearances through SECRET level are required. Contractor personnel may be required to access, view, possess, process and/or use classified information, information systems and workspaces to successfully complete certain functions as defined in individual task orders. SECRET level safeguarding capabilities are required. (2) Performance of this anticipated effort will be subject to Organizational Conflict of Interest (OCI) provisions (see FAR Subpart 9.5) prohibiting the contractor from engaging in any contractual or other activity which could create a conflict of interest with its position under this contract; which could impair its ability to render unbiased advice and recommendations; or in which it may derive an unfair competitive advantage as a result of knowledge, information, and experience gained during the performance of this contract. Responses will only be accepted from those firms that are interested in being a prime contractor. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
