Informational and planning purposes only for DHS 508 Trusted Tester Certification Program Support Services Department of Homeland Security Sources Sought Notice for Section 508 Trusted Tester Certification Program Support Services This Sources Sought notice is issued for informational and planning purposes only. This is not a solicitation and it does not commit the Government to solicit or award a contract or order now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services stated. All businesses, large and small, capable of performing the requirement indicated below are encouraged to respond to this notice. The information requested by this notice will be used within the Department of Homeland Security (DHS) to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. The DHS Office of Accessible Systems & Technology (OAST) provides policy and performs hands-on technical assistance to ensure that DHS information and data are accessible to people with disabilities per Section 508 of the Rehabilitation Act of 1973, as amended by the Workforce Investment Act of 1998. As part of collaborating with other Federal partners, OAST supports a set of harmonized Section 508 compliance testing procedures known as the Trusted Tester Certification Program. The Trusted Tester Certification Program requires regular interactive training delivered by Senior 508 Trusted Tester personnel. In addition, the instructor-led training must be blended with new online learning options from DHS, and students from both training options must be supported. These requirements are needed to increase the capability of the DHS workforce to perform Section 508 evaluations of applications and to develop a more integrated instructor-led course moving forward. DHS is seeking information concerning the availability of contractors to provide Section 508 Trusted Tester Certification Program support services that meet the following requirements: Specialized Experience and Technical Competencies required: • Knowledge of the online DHS Trusted Tester training content • Experience teaching DHS Trusted Tester methodology in an interactive setting including administering final exams. • Possess a DHS Trusted Tester certification version 3.0 or higher Tasks for this Requirement include: 1. Instructor-Led Trusted Tester Training: • Personnel onsite possessing Trusted Tester Certification and experience teaching individuals to perform Section 508 compliance testing using Trusted Tester tools. • Conduct up to twelve (12) Trusted Tester training sessions. • Provide training material • Teach DHS Trusted Tester methodology in an interactive setting including the administration of final exams. • Review and score exams. • Provide monthly course activity reports of the training course. 2. Online Training Student Support • Provide support to online students • Combine the training content of the online training course with the Instructor-Led Trusted Tester Training into a unified training solution. • Provide updated online training material 3. Program Management Support • Provide monthly status report • Conduct periodic meetings to discuss training content. Should a future requirement evolve from this preliminary planning process: 1) All contractor personnel must meet or exceed basic DHS suitability requirements for entry on duty (EOD). 2) Contractor personnel shall be required to perform these services on-site at various DHS facilities within and outside the Washington, DC, National Capital Area and at the contractor's facility. 3) The anticipated contract type will be firm-fixed price. 4) The anticipated period of performance (PoP) is a twelve-month base period and one twelve-month option period. Sources that have the ability to provide the necessary services are asked to respond to this notice with a corporate capability statement that includes general background information and technical capabilities describing your firm's experience with projects similar in size and scope to the requirement. The capability statement shall be a maximum of three (3) pages. It shall include a cover sheet that includes: 1. Company name and address; 2. Points of contact including phone numbers and e-mail addresses; 3. DUNS number and North American Industry Classification System codes; 4. Business size, large or small business, and if small indicate what types of small business concern (e.g. hubzone, 8(a), woman-owned...); and 5. Listing of contract vehicles held (e.g. General Services Administration schedules including Special Item Numbers) under which your company can provide the services described in this notice. The remainder of the capability statement shall include the following: 1. A description of your company's experience within the past three years on previous projects that is similar in size and scope to this requirement. Include contract and call order numbers, a brief description of the work performed, and the periods of performance. Provide no more than three examples. 2. A description of the applicable capabilities of your company and the nature of the services you provide including how your firm meets the required specialized experience and technical competencies. Submissions shall be made using Microsoft Office applications. The cover sheet shall not be included in the page limit. Font shall not be smaller than 12-point Times New Roman.
