Description
PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ) solicitation for Control Benchboard Replacement at Kentucky Lock. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a requirement for a firm fixed-price commercial service contract to accomplish the following work at the Kentucky Project is located in the western Kentucky counties of Marshall and Livingston at Mile 22.4 of the Tennessee River. The Kentucky Lock existing lock control system is relay based with a Programmable Logic Controller (PLC) based water level indication system. Existing operator control stations utilize benchboards with pushbutton type controls and pilot lights. The motive power for the culvert emptying and filling valves and for the lock miter gates consists of individual electrical motor units. The Contractor shall provide all services necessary for the replacement of the existing lock upstream and downstream control benchboards, Operations Building control console, and selected electrical equipment and instrumentation. The new control benchboards, control console, valve position indication system, water level indication system, and selected electrical equipment shall be a complete, fully operational modern replacement for the existing systems and equipment, and (1) be functionally compatible with all remaining existing equipment, (2) be functionally compatible with all new equipment furnished under this contract, (3) comprise an interchangeable and interoperable integrated system to the replacement part level, addressing both horizontal and vertical connectivity of equipment, (4) perform all operator-initiated tasks required to safely, efficiently, and effectively monitor and control lockage operation functions, and (5) utilize 120-volt, grounded system as the primary control voltage. The period of performance is expected to be 180 days from notice of award. This description is not intended to be all encompassing and is subject to change. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 811310 with a size standard of $7,500,000 TYPE OF SET-ASIDE: The solicitation will be 100% set-aside for small business. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Request for Quote Solicitation, the Government will award one Firm-Fixed Price Commercial Service Contract to the company that provides lowest priced quote who is found to be responsive and responsible. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is around March 17, 2015. The technical specifications will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation.
