The purpose of this synopsis is to inform the market that the Air Force anticipates releasing a solicitation for A-10 Field Level Technical and Engineering Support Services for full and open competition in the near future. The proposed North American Industry Classification Systems (NAICS) Code is 541330, Engineering Services, which has a corresponding size standard of $15M. DESCRIPTION The Air Force is seeking potential contractors who are interested in providing field level technical and engineering support services to the A-10 System Program Office (SPO) with an anticipated award date of June 2015. This acquisition will be a for a single award, 5-year, indefinite delivery/indefinite quantity (ID/IQ) type contract with the option to extend services for an additional six-months in accordance with FAR 52.217-8, Option to Extend Services. This notification is a synopsis of a solicitation for potential contractors who have the skills, experience, capabilities, and knowledge required to successfully complete this effort for the A-10 SPO at Hill Air Force Base, Utah. This notification does not constitute a commitment, implied or otherwise, that procurement will be accomplished. This is not a request for proposal or invitation for bid. To be considered as a potential source for this requirement, a contractor will be required to submit data in response to the future solicitation, verifying capabilities to meet the requirements of the solicitation. BACKGROUND The A-10 aircraft is an aging weapon system that is technically complex. As a result, field level problems relating to engineering deficiencies are often generated, requesting engineering support. This requires system level assessment, sustainment evaluation, and problem resolution expertise beyond what is available in the A-10 System Program Office (SPO). Using commands (such as Air Combat Command, Air Force Reserve Command, and Air National Guard) depend on A-10 engineering to analyze any system deficiency, develop repair procedures, and recommend alternative solutions for operational and maintenance related support issues regarding aircraft systems, products, and materials in a timely manner. This effort includes evaluating and testing of aircraft systems to determine if problems exist that are due to aging, obsolescence, sustainment, bad maintenance practices, or component failure issues. OBJECTIVE This effort is to acquire field level technical and engineering support services for the A-10 SPO. The Contractor shall be required to assess and resolve various engineering requests for technical assistance in order to sustain the A-10 aircraft system, support equipment and related data. This will require the contractor to have the appropriate skills, experience, capabilities, and knowledge in order to provide the necessary support. Specific tasks include maintenance engineering and technical support, engineering support for AFMC Forms 107 and 202, analyses and support for avionics and mechanical sub-system commodity/component failures, providing recommended solutions for technical data deficiencies, engineering support for Air Force Technical Order (AFTO) 22/252, technical meeting support, design reviews, and mishap/safety investigations. TASK REQUIREMENTS See the attached Draft Performance Work Statement (PWS). NOTES A.) The intention of posting the draft documents below is to help better define the Government's requirement and to also encourage and increase competition. The Government Furnished Information required to accomplish Sample Tasks #1 and #2 will only be sent by request to interested parties who successfully complete the required DD Form 2345, Military Critical Technical Data Agreement and are registered in the System for Award Management (www.sam.gov). Further instructions follow: 1.) Bidders Library Instructions for Sample Tasks : The distribution of the data is authorized and restricted to DoD and U.S. DoD contractors with a valid Form 2345 only, for Administrative and Operational use. a. Complete DD Form 2345 found at: http://www.dlis.dla.mil/JCP and send to the appropriate office listed at the top of the form. The process may take up to five (5) working days for approval. b. After the form is signed by a DoD official and returned to the Offeror, send the completed form with a request for CD to the contracting point of contacts listed at the end of this synopsis via e-mail. c. Please check the form DD 2345, block 4, where it lists "the description of relevant business activity", that the offeror has certification in the areas of aircraft sustainment or any of the aircraft component systems. d. A CD will be made available to the Offeror after Contracting receives an e-mail and the completed DD Form 2345. Please make sure to provide a POC and address for the CD to be mailed to. 2.) Although this is not a request for proposal (RFP) or an invitation for (IFB), nor is it to be construed as a commitment by the Government and the Government does not intend to make an award on the basis of this synopsis, interested parties will need to follow the above instructions in order to gain access to the material for the DRAFT sample tasks Bidder's Library.
