Description
The National Forests in Alabama is soliciting for manual forestry / silvicultural / vegetation management services including but not limited to planting, herbicide application, and other vegetation treatments using manual and power tools, including release treatments, mid-story reduction, pre-commercial thinning, and cut-and-leave materials. The Contractor shall furnish all labor, equipment, transportation, supervision including at least one individual competent in both English and the native language of the field crew, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct the work in compliance with terms, specifications, conditions, and provisions of this solicitation. The resultant contract(s) from subject solicitation will be IDIQ contracts with one base period and four option years that may be exercised at the discretion of the Government. The Government anticipates making multiple awards. The minimum guaranteed amount will be $2,000 for each contract and the maximum amount will be not to exceed $995,000 dollars over the life for each contract. All districts of the National Forests in Alabama are included in this contract. (Bankhead, Conecuh, Oakmulgee Talladega, Shoal Creek, and Tuskegee) The size standard is $7 million under NAICS code 115310. Pricing will be requested for 2 projects. 1) FY 2015--Talladega/Shoal Creek -- Herbicide Application: Herbicide application by direct foliar spray (using manual pumping backpack sprayers) and injection methods. This task order is to complete a total of 1,091 acres of chemical site preparation on the Talladega and Shoal Creek Ranger Districts. The Government will furnish herbicide, surfactants, dye, and water. 2) FY 2015 Bankhead Timber Stand Improvement projects with hand tolls plus Chainsaws/Brushsaws: All work will be accomplished with the use of the aforementioned: Pre Commercial Thin (PCT)/Release on 93 acres of young shortleaf pine and longleaf pine plantations. All undesirable stems (as specified in the contract )less than 5 inches DBH will be cut to within 8 inches of ground level. Longleaf pine, shortleaf pine, oak, and hickory will be retained. Midstory removal will occur on an additional 45 acres. These acres are currently a mature pine-hardwood stand with a dense midstory. All stems (excluding dogwood) greater than 0.5 inch DBHand less than 5 inches DBH will be cut to within 8 inches of ground level. Task orders for these projects will be issued subsequently based upon the evaluation factors listed in the solicitation. Additional details will be contained in the solicitation for these projects. The anticipated solicitation issuance date for this project is March 19, 2015. Dates are subject to change. The dates will be confirmed in the solicitation package and/or any amendment issued to the solicitation. Information regarding the pre-proposal conference will be provided when the solicitation is posted on this website. A conference call line will also be available. Following completion of the first option year, the Government reserves the right to solicit for a limited number of additional contractors to be included in this multiple-award contract. The solicitation, terms and conditions, and source selection procedures will be the same as under this original solicitation. The period of performance for the new awardees will not exceed the overall maximum term of the original IDIQ contract, including options.
