Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006 to the Bell Boeing Joint Program Office on an ‘other than full and open' competitive basis to integrate Specialized Automated Mission Suite (SAMS) Enhanced Situational Awareness (ESA) mission kits into the CV-22 Osprey Aircraft. SAMS-ESA is a government provided mission suite of components consisting of radio transceivers. This effort would include the Non-Recurring Engineering (NRE) required for qualification, integration, flight test verification, kit production, and kit retrofit installation of SAMS-ESA mission kits for the CV-22 Osprey Aircraft. This effort will also result in the kit production of "Delta Kits" (qty. 42) and "Full Kits" (qty. 8) for a total of 50 kits to correspond to 50 CV-22 aircraft. In addition, this delivery order would include software updates impacting CV-22 unique training systems. Bell-Boeing is the only company that possesses the unique engineering data, technical skills, establishing tools, support equipment, facilities, and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts. For subcontracting opportunities please contact Ralph D'iorio at 610-591-9157 or Ralph.b.d'iorio@boeing.com and Matthew Sticksel at 817-280-3103 or msticksel@bellhelicopter.textron.com. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
