Description: ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Picarro, Inc., of 3105 Patrick Henry Drive, Santa Clara, California 80305, for the Earth Systems Research Laboratory (ESRL), for a conversion of a ground-base gas analyzer to a pressure insensitive aircraft analyzer to monitor the spatial and temporal distribution of greenhouse and reactive gases and the addition of a low pressure mode to enable high accuracy sampling of small sampling volumes. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA)) requirement for ESRL. Picarro Inc. is the only known manufacturer of this equipment. Approximately 20,000 discrete whole air samples are collected and analyzed per year for important contributors to climate change and air quality. Each sample is measured for 21-52 different species. The large number of samples analyzed each year, the number of parameters measured, and the scientific requirements for the best possible measurement quality put strong demands on our analytical systems. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. STATEMENT OF WORK PURPOSE: Conversion of carbon dioxide (CO2), methane (CH4) and carbon monoxide (CO) and water (H2O) ground-base gas analyzer to a pressure insensitive aircraft analyzer and the addition of a low pressure mode to enable high accuracy sampling of small sampling volumesUpgrade of standard G2401 analyzer to a flight version. NOAA ESRL GMD Carbon Cycle Greenhouse Gases group operates the largest air sampling network in the world to monitor the spatial and temporal distribution of greenhouse and reactive gases.
