Description
B-2 Signature Diagnostic System (SDS) Spiral 10.5 & 11 In accordance with Part 10 of the Federal Acquisition Regulation (FAR), the Government is conducting a sources sought synopsis (SSS) for the acquisition of B-2 SDS Spiral 10.5 and Spiral 11. All interested firms shall submit a response demonstrating their capabilities to produce the requested capability to the primary point of contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. While industry sources are requested to provide full and comprehensive responses to this questionnaire, they are reminded that all information is voluntary, and the Government will not reimburse sources in any way for responses provided. Likewise, a company's participation in the market research via this questionnaire does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company. This sources sought is being issued in order to conduct market research to assess the ability of potential offerors to develop and deploy upgrades to the B-2 SDS, the Geometry-based Image Analysis Tool (GIAnT), and the SCI-2k Diagnostic Radar System (DRS), within the needed schedule. The B-2 Division at Wright Patterson AFB OH has requirements to: • Develop, integrate and test upgrades to the SDS application software, including; o The capability in SDS to generate a downrange slice plot within the range profile windows with control functionality similar to the image-edit-reconstruct (IER) plot capability. o A registration algorithm for use with the SDS Tier II Data Processor that determines rotation position automatically. • Upgrade the SDS network to comply with Air Force-directed information assurance requirements for computer operating systems. The operating system on all SDS servers must be upgraded to Windows Server 2008 R2 and the system must undergo regression testing to ensure the deployed SDS Spiral 10.1 capability is not degraded (as defined in the Spiral 10.1 System Requirement Document). • Perform customer acceptance testing (CAT) of SDS Spiral 10.5 (information assurance and SDS application software upgrades) and deploy the software to the operational servers. • Develop, integrate and test upgrades to the Phoenix SDS software, including; o Alignment Quality Check DLL o Low frequency "pre-calibration" algorithm o Support for external rotator control • Upgrade the computer operating system on the SCI-2k DRS units to Windows 7 and perform software and system level regression testing. • Install the upgraded application (Phoenix SDS) and operating system (Windows 7) software on the eight (8) SCI-2k DRS units. • Validate and verify the existing Geometry-based Image Analysis Tool (GIAnT) software modules with operational SDS data. • Develop and test improvements to the GIAnT software, including; o Capability to execute operator-based 3 dimensional (3D) projection algorithms o Utilize multi-thread / multi-core computing processes o Utilize AVI file compression o Capability to import 3D models o Capability to perform 3D image editing with including the capability to separate image data in elevation, range and cross-range o Capability to import current SDS Functional Operations (FunOps) and the FunOp feature filter o Capability to import DRS Band 1 and Band 2 antenna patterns o Capability to import the B-2 AHFM II aircraft configuration • Integrate and test the improved GIAnT software on a dedicated workstation and deliver to the Government • Develop, integrate, test and deliver SDS Spiral 11 capabilities in accordance with the Spiral 11 System Requirement Document. • Accomplish the above requirements within three (3) years after contract award. • Maintain the SDS application software via a contract option with a three (3) year period of performance. This contract option may be exercised separately from the developmental tasks cited above. We are still determining the acquisition strategy and if this acquisition is a small business set-aside, FAR 52.219-14, Limitation on Subcontracting applies. Note that, if there is sufficient demonstrated interest and capability among small business contractors, a key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. All efforts will be made to identify applicable sources. Briefly describe your company's approach to conducting user training on software developed and deployed in blocks or spirals. III. TECHNICAL CAPABILITIES 1. Does your company have experience with the following? a) Design, development, integration, test and delivery/deployment of aircraft low observable (LO) inspection, measurement and defect data assessment systems operating on Top Secret, Special Access Required network(s). (Yes / No). b) Integration of LO visual inspection data with aircraft signature assessment data systems?
