Description: MSC requests one (1) U.S. or foreign flagged vessel to support Naval Special Warfare Group Two Training Detachment (NSWG TWO TRADET) Vessel Boarding Search and Seizure (VBSS) training. The vessel will support small boat, helicopter, and SIM round (paintball) training evolutions for approximately twelve (12) hours per day during the period of performance. The vessel will operate in the Virginia Capes Operating Area, an operating area off the Virginia and North Carolina coasts in the vicinity of the Hampton Roads, Virginia area. a. Set-aside Status: Full and open 17. Market Survey PM2-15-020 was issued on 09 February 2015 to gauge market interest and capability to meet the requirements of the procurement. No responses were received. A previously issued market survey, PM2-15-002, for similar work garnered one response from a small business, which offered three vessels but were not able to meet the mandatory period of performance. Due to the above results, there is no indication that a small business is capable of meeting this requirement, and this acquisition will be procured utilizing full and open competition. Concurrence received from Small Business director.
