Description
The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase one (1) Portable Road Speed Fan, with additional 4 (1) one year option periods for extended warranty/preventative maintenance to be used in light duty testing areas. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing. The EPA is mandated to measure fuel economy and emissions from light duty (LD) vehicles. These measurements are conducted on chassis dynamometers that simulate road loads including aerodynamic drag. Cooling airflow over the vehicle is currently simulated with either fixed speed fans or fans that deliver cooling flow proportional to dynamometer roll speed. To more realistically evaluate the performance of these new vehicles, NVFEL seeks to purchase a portable road speed fan (RSF) that modulates the air velocity with the road speed simulated by the dynamometer. Using a road speed modulated fan, the air flow into the vehicle grill and underbody will rise and fall more like it would if the vehicle were driving on the road. The contractor shall provide, configure, install and commission a portable road speed fan (RSF) to provide cooling air for a light duty vehicle on a dynamometer, the velocity output of which matches the dynamometer roll surface speed, among other performance requirements. This fan will be used in several different vehicle dynamometer test cells, and must have provisions to be transported from site to site using an EPA vehicle mover. The RSF unit shall be designed and perform in accordance with the requirements of Code of Federal Regulations 40 CFR Part 86 "Control of Emissions From New and In-Use Highway Vehicles And Engines", 40 CFR Part 600 "Fuel Economy and Greenhouse Gas Exhaust Emissions of Motor Vehicles", 40 CFR Part 1066 "Vehicle Testing Procedures", and the requirements of other referenced sections of the CFR, and additional or supplemental requirements contained in the full Statement of Work. The full Statement of Work, which will be included in the solicitation, describes and sets forth the total system responsibility, which shall include integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation, warranty, and training of EPA staff. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant previous experience.
