Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a contract for the design and manufacture of an Engineering Change Proposal (ECP) to upgrade the Mechanical Electrical Adapter Kit (MEAK-29) Part Number 101999-MEAK-29. The MEAK-29 is used to test the V-22 Constant Frequency and Variable Frequency Generators (CFG & VFG), the MEAK-29 connects the CFG & VFG to the Aircraft Engine Component Test Stand (AECTS) A/F37T-21 Part Number 101990 which is used to perform Acceptance Test Procedures (ATP) on aircraft generators. The Navy and Marine Corps require an upgrade to the existing MEAK-29 to fully test V-22 CFG and VFG as per CP71-67-TT-XXXX and CP71-67-TT-1343 test procedures including the functions of the V-22 CFG and VFG Test Box and oil cooling reservoir and adapter system that will utilize the existing AECTS hydraulic system in order to provide DOD-PRF-85734 cooling oil to the CFG. Logistics support will include updates to the existing manual as well as software updates that will work with the AECTS computer and data acquisition system which was installed via SEC 6016, on a sole source basis with Testek Inc, Wixom, MI. The contractor shall develop and if approved, produce, deliver and provide logistics support for the retrofit kits for the Mechanical Electrical Adapter Kit (MEAK-29). The Government plans to procure 3 Mechanical Electrical Adapter Kits (MEAK-29) over the life of the contract. As the Original Equipment Manufacturer (OEM), Testek Inc. is the sole designer, developer, manufacturer for the AECTS A/F37T-21, the Mechanical and Electrical Adapter Kits (MEAK) and the electrical cable harnesses to test and troubleshoot aircraft platform generators. Testek owns the technical data for the AECTS, MEAKS and all associated harnesses as well as software. Testek is the only firm with the knowledge and expertise required in order to develop and manufacture an upgrade to the AECTS, MEAKS or associated harnesses. Furthermore, the software for each individual generator Test Part Program (TPP) was developed by Testek to operate on their run-time environment software TestEX©, which interfaces with a Windows based operating system. Both the TPP software and TestEX© are proprietary and wholly owned by Testek. Testek Inc. has the requisite knowledge and possesses the hardware, software and engineering data to develop and manufacture an upgrade to the AECTS, MEAKS and associated Harnesses, no other manufacturer would have this proprietary data and the Government does not possess the rights to the data to procure the upgrade competitively. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
