- Draft Synopsis (SPE601-15-R-0016) This is a DRAFT Synopsis to notify potential offerors of the Government's intent to execute an unrestricted full and open procurement for the delivery, production and ancillary services of Aviator's Breathing Oxygen (ABO) Type II, NSN 6830-00-808-9530 and bulk Liquid Nitrogen (LN2) Type II, Grade B, NSN 9135-00-965-2526 for f.o.b. delivery to NAS Patuxent (RAX) River, MD. ABO shall meet specifications IAW MIL-PRF-27210J dated 7 Aug 2013 and LN2 shall meet specifications Grade B, IAW CID A-A 59503C dated 3 Mar 2011. Four Contractor-leased tanks (2 ABO and 2 LN2) along with telemetry, liquid distribution, gasification system, pipe infrastructure, pumps and vaporizers, etc. are also required. Contractor will be responsible to ensure continuous delivery of product during installation of contractor-owned tanks. This procurement will be used to establish a five (5) year firm fixed price requirements type contract. A highly encouraged site visit is tentatively scheduled for mid-April 2015.
