Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to procure on a sole source basis from Oceanit Laboratories, Inc., 828 Fort St Mall Ste. 207 Lihue, Kauai, HI 96766, a Basic Ordering Agreement (BOA) to purchase upgrades to existing Fast Lethality Assessment for Sensing Hostile-fire (FLASH) units, provide failure analysis and repairs to FLASH units, and support engineering analysis, test and integration events using FLASH sensor units. Following testing and analysis, the BOA provides for the creation of the next generation FLASH sensor configuration. Work to be performed and required deliverables shall be specifically described in individual delivery orders placed against the BOA and shall be within the parameters of the tasks. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received. Phone call responses will not be accepted. This requirement will be awarded in accordance with the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1 (a) (2). No other vendor is equipped with the technical data and expertise to support the FLASH sensor units, to include technology that can provide the same combination of frame rate, dynamic range, positional accuracy, and coverage area. Only One Responsible Source and no other supplies or services will satisfy the agency requirements. Anticipated Award date is 18 June 2015.
