- MARKET SURVEY N62387-MS-PM3-15-020 11 March 2015 From: MSC Strategic Sealift Program Office (PM3), N1033 Subject: Cable Ship 10-Day Time Charter THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. 1. GENERAL. The Military Sealift Command, Special Mission Programs Office, Code PM2, requires one U.S. flag or foreign flag vessel capable of providing cable laying. 2. SCOPE OF WORK. Charter duration is 10 days. It is estimated the vessel will be at sea 10 days without port calls. The at sea operations are estimated to consist of: a. On-hire in Joint Base Pearl Harbor Hickam b. 1 day mobilize vessel with Government Furnished Equipment (GFE) in Pearl Harbor c. 1 day transit from Pearl Harbor to Kauai d. 1 day perform sea trials. e. 1 day move underwater cable ends f. 1 day pull cable from land to sea g. 1 day splice cable h. 2 days of weather delay contingency i. 1 day transit from Kauai to Pearl Harbor j. 1 day offload GFE in Pearl Harbor k. Off-hire in Joint Base Pearl Harbor Hickam 3. AREA OF OPERATIONS. The vessel will be required to sail from Joint Base Pearl Harbor Hickam (JBPHH), Pearl Harbor, Hawaii (HI) to the Pacific Missile Range Facility (PMRF), Kekaha, HI. The vessel will operate within 3 nautical miles (nm) (5.6 kilometers) west of PMRF and up to 3 nm (5.6Km) South of PMRF. a. The mission will require the following; recovery/re-positioning of two (2) cable ends in and EST 21.2 meters (m) water depth, pulling a 2 km cable from shore to sea through a previously horizontally drilled (HDD) pipe, moving an EST 500 m towards the cable ends, and splicing the land cable to recovered cable end. b. The vessel shall remain in position for an estimated 36 hours during splicing operations without moorings. c. The government provided divers and dive boat will locate and put buoys on the cable ends, install bell mount on HDD pipe end, install camera's on bell mouth and install/retrieve cable float balloons. 4. PERIOD OF PERFORMANCE. Period of performance is 10 days commencing on or about 01 to 20 May 2015, and concluding 10 days after start. 5. PLACE / RANGE OF DELIVERY: Joint Base Pearl Harbor Hickam (JBPHH), Pearl Harbor, Hawaii (HI) on or about 1-10 May 2015 6. PLACE / RANGE OF REDELIVERY: Joint Base Pearl Harbor Hickam (JBPHH), Pearl Harbor, Hawaii (HI) on or about 11-20 May 2015 7. LAYDAYS. Commencing: on or about 1-10 May 2015, Cancelling: on or about 11-20 May 2015 8. CERTIFICATION: The vessel shall be inspected or certified by the U.S. Coast Guard or classed by a classification society such as the American Bureau of Shipping (ABS) or equivalent classification society. 9. VESSEL CHARACTERISTICS/REQUIREMENTS: The vessel shall have the minimum following characteristics and capabilities. a. Length: Minimum 100 meters. Maximum 150 meters. b. Draft: Maximum draft 8.5 meters. c. Endurance: Minimum 14 days at sea. d. Transit: Minimum 9 knots. e. Range: Minimum transit 540 nm (1,000 kilometers). f. Dynamic Positioning (DP) Shall have an operating DP with integrated control system g. Freeboard: Maximum 10 meters at the stern. 10. PROJECT SUPPORT PERSONNEL AND BERTHING. The vessel shall be able to accommodate four (4) project personnel (possible 1 female). In addition to the crew, the vessel shall provide berthing and four (4) hot (1 night meal), cafeteria style meals per day. The vessel shall provide clean berthing, linen, heads, and shower facilities for project personnel. The vessel shall provide an English interpreter if crew members are not fluent in English. 11. FACILITIES. The vessel shall provide adequate working space to include: a. A table or counter (minimum 3 square meters) to operate available electronic equipment for the entire duration of the operations of the bridge. b. The work space shall be equipped with heating/air conditioning as appropriate and the aforementioned electrical power. c. The work space shall provide adjacent bridge penetrations for GFE cable runs from the deck and up to three (3) GFE antenna (maximum weight of 15 kilograms [kg] each) installed above the bridge for basic communication. 12. DECK EQUIPMENT, CRANE, A-FRAME. The vessel shall be equipped with: a. Cable jointing; the vessel shall have a splicing lab capable of splicing SL21 single armor (SA) cable and SL21 Light-wire armor (LWA) cable. It is tight buffered construction. The cable was manufactured greater than 10 years ago. b. Minimum 1 x 18 wheel pair linear cable engineer with 16 ton capacity. c. Minimum 1 x 4 m stern sheave d. Cable Tanks 13. DECK SPACE. The vessel shall have deck space to accommodate 20 square meters adjacent to the vessel's cable tanks and on the same deck as the deployment machinery. 14. ELECTRICAL POWER ON DECK: The vessel shall provide 110-120 volt, 50-60 hertz, two single phase 20-amp circuits with a minimum of 4 outlets are required on the bridge to power GFE personal computers, printer, external hard drives, and etc.. 15. VESSEL MANEUVERABILITY: The vessel shall be equipped with a Dynamic Positioning control System capable of maneuverability under the following conditions: a. The system shall be capable of holding station (with reference at the stern) within +/- 5 meters of a designated position (i.e. within 10 meters diameter circle) for up to 36 hours in weather conditions of Beaufort Wind Scale Number 5 (Winds 16-20 knots, moderate waves 2-3 meters in height, some foam and spray) within a heading allowance of +/- 60 degrees. b. The DP system shall be capable of "tracking between multiple waypoints" along a designated track within +/- 25 meters (50 meter wide corridor) at steady speeds of 0.1 to 3.0 knots for continuous periods of several days in weather conditions of winds up to 26 knots and waves up to 3.6 meters and within a heading allowance of +/- 60 degrees. c. The GPS shall be referenced at the stern and provide the center of rotation at the stern. d. The vessel shall have the ability to load a predetermined list of waypoints and be able to track between those waypoints without sudden changes in speed or heading. Route Position List (RPL) and other salient coordinates will be provided as Government Furnished Information (GFI). The vessel shall supply a MakaiLay or Pelagos cable laying software to navigate along the RPL e. The vessel shall provide the DGPS signal and subscribe to the service providing DGPS corrections. 16. GOVERNMENT FURNISHED EQUIPMENT (GFE): The following GFE will be provided: a. Computers, radio, printer, etc., b. Up to three (3) antennas and associated cabling c. Up to fifty (50) m of SL21 single armor (SA) cable for the contractor to make sample joints The Government will be responsible for loading and offloading the GFE. The vessel shall have the capability to secure the GFE on deck. The total weight of the GFE will be less than 200 kg (441 pounds). 17. OTHER REQUIREMENTS. The government crew anticipates transiting with the vessel from Pearl Harbor. The government crew will embark/disembark at Pearl Harbor. a. The vessel shall permit commercial divers to work near the stern of the vessel while offshore in the OPAREA b. The contractor shall be required to make one sample splice using GFE cable 18. PORT OPERATION. Berthing facilities will be provided by the U.S. while vessel is docked at Pearl Harbor. If the crew contains Foreign Nationals, they must remain on the vessel at all times while docked 19. Interested parties shall also furnish the following minimum information: a) Name of Company; b) Point of Contact, Telephone Number, Fax Number, Address, and e-mail address; c) Small business size status d) Brief summary of company history relative to similar requirements and/or company's ability to meet the above requirements; e) Estimated cost/price to provide the above services; f) Provide evidence of sufficient resources to meet obligations prior to invoicing under the contract; g) If a small business, demonstrate compliance with FAR 52.219-14 Limitations on Subcontracting, in the event the acquisition is set aside for small businesses; h) Any pertinent questions/concerns. 20.
