Description
PDG-SSS-82214-06: The purpose of this amendment is to provide additional some additional information and answer questions posed to the Program/Contracting Office regarding the F-16 PDG requirement. The Government is prepared to release the PDG Interface Control Document (ICD) all non-mux, and the bus control sheets. The Government is unable to post this information on FBO. If your company is interested in receiving a copy of the ICD, please send a point of contact name, company name, and shipping information to the contracting office. The ICD is on a disc classified as SECRET. Each company must be able to receive classified information and have an office and computer with SECRET clearance. Once the Program Office receives the listed information, we will contact you with further details on how to receive the ICD. At this time no other information will be released. Any further information to be released will be announced on FBO. The following is a list of questions the Government has received regarding the F-16 PDG requirement. 1. "Can we (Industry) have One-on-One's with Government and Industry to discuss PDG requirements/technical questions and program status?" At this time, there are no plans to hold One-on-One meetings w/ Industry. If the Government deems it to be necessary, a notification of such meeting availability will be posted to FBO. In the meantime, any questions that you may have should be directed to the Contracting Office at Hill AFB, UT; Randy Johnson (randall.johnson.14@us.af.mil) and Amanda Holmes (amanda.holmes@us.af.mil). 2. "The MMC and PDG upgrade budgets remain co-mingled (Both RDT&E and Production). I am sure that that provides both programs with some level of flexibility, but I am also sure that there is at least a baseline plan on how the money is split between the MMC and PDG programs. Can you provide any insight into the part of that budget line that you are expecting to be dedicated to PDG?" No, we do not have an estimated budget to provide Industry deciphering between MMC and PDG. 3. "Are you still anticipating a Draft RFP being released in the near future?" The Government is still planning to release a Draft RFP; however, at this time there is no set release date. Any date given as of right now for Draft RFP/RFP release would be speculation. Release could be as soon as April or it could be as late as sometime this summer. The Government is currently working to finish defining the requirement and will let Industry know what the actual requirement is upon release of a Draft RFP/Actual RFP. Further updates for the PDG program will be posted to FBO. 4. "There are several places in the Sources Sought solicitation where it states that the PDG must be 'developed' in the United States. After the review of the FAR and the 'Buy-American' act, I remain a bit fuzzy on what is precisely meant by 'Designed' and 'Developed' in the United States. To my knowledge there are no FAR requirements for "Designed and Developed" in the U.S.; so these potential requirements are being discussed and included in RFPs as additional requirements above and beyond the "Buy-American" Act compliance. To my knowledge there is no other policy describing, or details behind, these potential requirements. Anything you can do to help us understand how you will evaluate compliance with this requirement will be appreciated." The original Sources Sought (PDG-SSS-82214) posted by Wright-Patterson states that development shall occur within the U.S. At this time, that is not a requirement for PDG. If, upon further review it is deemed to be a requirement for PDG, it will be made known to Industry. Just a reminder that the Sources Sought posted to FBO do not bind the Government by any means. Evaluation of compliance for requirements will be posted with the Draft RFP/RFP. 5. What pins would be used to drive the 3 phase power to the Block 30 displays? This information will be included in the ICD portion of the SRD. 6. Can there be different PDG part numbers for the 3 phase displays and the DC displays? Currently our desire is for a single PDG part number to support both the Pre and Post Block aircraft.
