- Solicitation Document i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. (see attachment 1 for more information) ii. The solicitation number is 2015-Q-17025 and is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80. iii. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted via electronic mail to: dsorensen@cdc.gov. A determination by the government not to award based on responses to this notice is solely within the discretion of the Government. The resultant contract will be firm fixed price for a base period (12 months) and three (3) 12-month option periods. iv. The Government intends to evaluate offers and award a contract without discussions with offerors providing the requested subscription services. Therefore the initial offer should contain the offeror's best terms from a technical and price standpoint. The North American Industry Classification System (NAICS) code is 511120 with a size standard not to exceed 500 employees. v. Information concerning the contract line item numbers and items, quantities and units of measure including options are included within Attachment 1 under Section B. vi. A brief description of the CDC requirement is as follows: The purpose of this procurement is to obtain the online tracking service to provide timely and relevant legislative information to help identify congressional interests, concerns, and actions that may have a direct impact on CDC activities. This type of legislative analysis subscription service is essential to CDC operations. The offeror must be able to provide at a minimum all of the subscription services listed below for a minimum of 80 users: • A minimum of 30 years of archived of legislative information • Comprehensive information and analysis of major bills and congressional action, including House and Senate committee and subcommittee markups and hearings • Up-do-date calendar of events, including House, Senate, White House, federal departments and agencies, and leading policy groups • Objective reports on how legislation is being written and proposed • Focused reporting on Congressional interest in and legislative actions with respect to public health and the health system • Ability to track bills in real time, including detailed summaries of bills, committee reports, member statements, and floor votes with ability to search on keywords and compare versions of bills • House and Senate committee and conference reports • Up-to-date access to CRS, GAO, CBO, and OMB reports • Analysis of pending bills and impact on current laws • Analysis of regulations and regulatory impact • Complete, up-to-date text of the entire United States Code • Complete, up-to-date text of Public Laws • Complete, up-to-date text of the Federal Register • Complete, up-to-date daily Congressional Record, including analysis of new legislation, reports, speeches, and procedural activities of House and Senate • Proceedings and debates, searchable by bill number, keyword, and member • Comprehensive, up-to-date information from House and Senate committees and subcommittees, including summaries of legislation and amendments • Ability to customize email alerts • Coverage and analysis of all committee and subcommittee hearings and discussions for House and Senate • Full text of committee and subcommittee reports in House and Senate • Full text of congressional witness statements submitted to committees and subcommittees in House and Senate • Detailed profiles on all members of Congress, including contact information and committee assignments • Listing of all votes in House and Senate, with overviews of bills • Tracking and analysis of healthcare issues • Tracking and analysis of the federal budget and appropriations • Tracking and analysis of issues and legislation related to homeland security • Congressional transcripts • Tracking of news events, speeches, and press conferences, including the President, members of Congress, and heads of federal agencies and departments vii. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. viii. The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. See Attachment 1, for Addenda to the provision that includes evaluation factors and evaluation criteria. ix. Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (Note, if offerors are registered within the System for Award Management (SAM) and certs and reps are up to date, make a statement to that affect in accordance with FAR 52.212-3. x. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. xi. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial items, See Attachment 1. xii. Other applicable clauses including Health & Human Services Acquisition Regulation (HHSAR), and CDC applicable clauses can be found within Attachment 1. xiii. Questions are due no later than 12:00pm E.S.T on Monday March 16, 2015 and must be emailed to dsorensen@cdc.gov. Quotations will be due no later than 12:00pm E.S.T. on Friday March 27, 2015 and must b e emailed to dsorensen@cdc.gov.
