- The purpose of this amendment is to add the text for this Pre-Solicitation Announcement and correct the NAICS code and Product Service Code that was incorrectly identified in the previous posting. Solicitation Number: D15PS00282 Title: VERIZON F5 DEPARTMENT OF THE INTERIOR¿S OFFICE OF THE CHIEF INFORMATION OFFICER. Agency Contact Information: Acquisition Services Directorate, Interior Business Center, Department of the Interior, 381 Elden Street, Suite 4000, Herndon, VA 20170 Place of Performance: Reston, Virginia Period of Performance: The period of performance (POP) for this effort will be one year. Description of Requirement: Acquisition Services Directorate (AQD) intends to solicit a Firm-Fixed-Price competitive acquisition on behalf of the Department of the Interior¿s (DOI) Office of the Chief Information Officer (OCIO). Enterprise Services Network (ESN) is an outsourced Verizon Business service and is the wide-area-network and backbone for the entire DOI. The ESN network is made up of two (2) primary components. The first component is the DOI Wide Area Network (WAN). The DOI WAN interconnects with the Verizon Business Backbone Network Service (vBNS+). At the highest level of the ESN architecture, ESN provides 5 geographically diverse Internet Gateways. Each Gateway is composed of a specialized set of router and security appliances matched with services necessary to interface with Verizon¿s vBNS+. Inbound and outbound Internet connectivity for the bureaus are protected by the ESN Gateways, and all internet traffic must traverse through one of these managed Gateways. The second component of ESN is the Network Operations and Security Center (NOSC) that monitors and manages ESN operability and availability. The NOSC is located in Ashburn, VA., at a Verizon Business managed facility. Verizon Business employs personnel administering and supporting ESN. This action is to support inline infrastructure to the internet gateways that Verizon maintains and operates. This non-competitive RFQ is being issued to Verizon Federal, Inc. in accordance with FAR 6.302-1. AQD will use the procedures that provide for issuance of the order on the basis of other than full and open competition as authorized by Federal Acquisition Regulations (FAR) in Subpart 6.302-1(a)(2). The supplies are highly specialized and market research indicates that the items appear to not be otherwise available to the Government. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). AQD will conduct this acquisition using parts 12 and 13.5 under the Federal Acquisition Regulation. No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
