Description
NASA/JSC has a requirement for ACCELERATED RATE CALORIMETRY (ARC) TESTS OF LITHIUM-ION CELLS. NASA/JSC intends to purchase the testing from Thermal Hazard Technology (THT). It is critical that these test results are created using the same processes and equipment as used by THT under previous work for NASA to create a consistent database that supports the scientific analysis of the data. THT has designed custom pressure vessels to provide thermal analysis using ARC of cells during thermal runaway. THT has thermally characterized these containers prior to performing an ARC test. They have also designed low phi ceramic holders to isolate the cell from the canister during the test.ARC of a cell in a sealed pressure vessel yields total energy released during thermal runaway, which helps validate calculations that characterize the probability of propagation of thermal runaway to an adjacent cell in a way that cannot be accomplished in a traditional suspended ARC process. Additionally THT has conducted testing of cells in an "open tank" configuration to provide estimate of the energy that escapes from the cell during thermal runaway. This work will augment the parallel testing efforts and add to the data set that will be used to aid in safe battery designs for space flight. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Chris Gaspard at chris.gaspard@nasa.gov not later than 4:30 p.m. local time on 03/18/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
