- N00164-15-R-WM80 - SOLE SOURCE - SUPPLIED AND LIFE CYCLE SUPPORT OF THE AUTOMATED LAUNCH OF EXPENDABLES (ALEX) - FSC 5865 - NAICS 334511 Anticipated Issue Date 09 APR 2015 - Anticipated Closing Date 08 MAY 2015 - 1:00 PM ET Solicitation Number: N0016415RWM80 Notice Type: Presolicitation Synopsis: This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Lockheed Martin Sippican, 7 Barnabas Road, Marion, MA 02738. The scope of this effort is to procure supplies and Life-Cycle support of the Automated Launch of Expendables (ALEX) Decoy Launching System (DLS) for the Littoral Combat Ship (LCS) Program. The scope of this effort is to acquire engineering, logistics, and repair support for Wideband Radar (WBR) 2000 Electronic Support Measures (ESM), for which Lockheed Martin Sippican is the Original Equipment Manufacturer. NSWC Crane has been assigned an array of engineering and technical assignments in support of the LCS program and various sponsors for the ALEX DLS for which Lockheed Martin Sippican is the Original Equipment Manufacturer. The types of support NSWC Crane provides includes such things as Systems Engineering, Acquisition Engineering, In-Service Engineering, Software Engineering, Product Engineering, Test & Evaluation, Fleet/Field Services support, Logistics Support and Depot Repair. More specifically, this product provides surface electronic warfare capabilities for our troops. The types of items to be procured include, but are not limited to, assemblies, subassemblies, ancillary equipment, test equipment and other associated equipment. The types of services may include product improvements, technical support, logistical support, repair services, system and subsystem integration, drawings, data, and software. The period of the BOA is expected to be five years. Periodic review and synopsis of the BOA will be performed at this activity. Individual job orders will specify required tasks and all applicable delivery terms and conditions. The proposed BOA will be issued on or about 9 April 2015. All responsible sources may inquire into the specific terms and conditions included in the BOA; any such inquiries will be considered by this agency. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) (a) (2) (iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is: Lockheed Martin Sippican designed, developed and manufactured the ALEX DLS and holds key technical data and corporate knowledge that are unique to this system. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 10 days of publication of this notice. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/ amendments and considered for future discussions and/or award.
