- Solicitation Number: W91QVN-15-R-0068 Notice Type: Pre-Solicitation Synopsis Purchase Description: 411th Contracting Support Brigade (CSB), Korea intends to issue a full and open competition solicitation for the BPA for Movement of Government Furniture and Appliances (MGFA) for Area III (USAG Humphreys). The North American Industry Classification System (NAICS) code for this procurement is 492210. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM). Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors. Acceptable:Proposal clearly meets the minimum requirements of the solicitation Unacceptable:Proposal does not clearly meet the minimum requirements of the solicitation Scope of Work: This is a recurring requirement for Area III (USAH Humphreys) to call BPA Holders when the Movement of Government Furniture and Appliances (Furnishings) required delivering and picking up to and from Army Family Housing (AFH), Unaccompanied Personnel Housing (UPH), and Privately Leased Housing on and off post. The contractor shall furnish necessary supervision, labor, tools, services, supplies (including but are not limited to tie down materials such as ropes, pads, mattress and bedspring covers, rags, cleaning liquid, liquid of scratch cover, and liquid of moisturize and protect), covered trucks and equipment such as hand trucks and heavy duty roller pallet, and shall perform all work required for the movement of Government furniture and appliances as in the schedule of services if and when requested by the Contracting Officer or his/her authorized representative. Period of Performance (POP): The effective period of this Blanket Purchase Agreement (BPA) is for five (5) years from 25 September 2015 or the date of award, which is later, to 24 September 2020 unless the BPA is sooner terminated by mutual agreement of both parties. The Government will establish these BPAs with at least two (2) or more multiple qualified vendors if it is in the Government's best interest to do so. Contract Areas of Performance: The Contractor shall perform services within the following defined areas of performance, which include terminals identified therein: Area III: To and from Camp Humphreys Area - Pyongtaek-Si Area, Asan Si Area, Osan AB Area, Suwon AB Area, K-16 Area/Sungnam Si Area, Camp Long/Camp Eagle Area, Daejon Area, and FMB Warehouse in Area I (Uijongbu and Tongduchon), II (Yongsan and Camp Market) & IV. Special Qualifications of the Prime Contractor: a. The Prime contractor shall possess Cargo Vehicle Transportation Agency Business Permission ( ) and Cargo Vehicle Transportation Business Permission ( ) issued by ROK. b. Prior Work Experience: The Prime contractor shall have a minimum of one (1) year of same or similar prior work experience in moving furniture and appliances. Proposal Period: The Government anticipates releasing the solicitation on or about 20 May 2015. The solicitation will be issued via FedBizOps (https://www.fbo.gov/) /Army Single Face Industry (ASFI) (https://acquisition.army.mil/asfi/). The response date in this synopsis is not a firm date; please see the solicitation for the actual date. THIS PRE-SOLICITATION NOTICE IS FOR PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON OR ABOUT 20 MAY 2015. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL.
