- Description
- The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the fact that the contract for the Vehicle Innovative Powertrain Experimental Research Facility which the requirements are being requested to be revised is currently under performance. The contractor has an in-depth knowledge of the subject effort and the design is considered proprietary to the current contractor. The Government intends to solicit and negotiate with the current contractor, Ganzcorp Investments, Inc., located at 2300 PINNACLE PKWY, TWINSBURG OH 44087-2368, for a change order modification to the requirements of W911QX-13-T-0069/W911QX-13-C-0190. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 9. Requirement: The revised requirements are as follow: 1. Transformer - The contractor shall provide a single transformer, with all associated installation requirements, to step down the available power from the 35kv class to 480V. The transformer shall be suitable for service entrance, dry type, and 18-pulse. 2. Variable Frequency Drives (VFD) Enclosure - The contractor shall house the VFDs in an external enclosure. The enclosure shall be a self-supporting and environmentally controlled structure designed to house NEMA 12 rated VFD cabinets. 3. Nationally Recognized Testing Laboratory (NRTL) testing - The contractor shall provide documentation proving an NRTL completed a design review and the NRTL concurs with the design. 4. UH60 Tailrotor - The contractor shall accommodate a tail rotor with a length of at least 275 inches in the tail rotor test stand.
