- THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The General Services Administration (GSA) is seeking eligible Small Business (SB) firms to perform General Construction Services for the United States Agency for International Development (USAID), Washington, DC. This procurement is 100% set-aside for small business in accordance with FAR 19.5 USAID/Ronald Reagan Building (RRB) Background The "Mobility Design Lab" as defined by GSA, is a proven program which addresses an agency's consolidation, mobility, technological and cultural needs as well as implementation of a combination of interior design techniques to display the agency's cultural and policy directives. Based on the policy ebbs and flow of workloads established by the varied and changing demands of worldwide events, the intrinsic operational needs for work stations and transient work space has become a space planning bottleneck remaining enshrouded in the programmed cubicle style office spaces of the 1990's and earlier. As such and with executive level management space consolidation mandates, the USAID Headquarters, occupying 7 floors of the Ronal Reagan Building (1300 Pennsylvania Ave, Washington, DC) has adopted the GSA's mobility design lab model to achieve a much greater and efficient use of available work space, while additionally reducing the Agency's current leased space requirements. Additionally, the RRB has reached the anticipated end of life cycle in nearly all areas of finishes, carpets, furniture, fixtures & equipment. These factors, with others listed below, have compelled the GSA and USAID executive level management to implement a programmed Renovation of the USAID space. The ultimate long-term goal for the Mobility Design Lab is to reduce a portion of USAID's overall leased space inventory and instill a more effective & efficient workplace, including a sustainable environmental footprint. Project Background and Description: Base Contract The objective of this contract is to provide General Construction services for Phase 2 Mobility Design Lab project. The magnitude of this project is between $8 Million to $11 Million. The USAID Phase 2 Mobility Design Lab Project consists of the interior renovation of workspace (approx. 40,000 SF) in the enclosed office suites on the south side of the 7th floor of the USAID headquarters office spaces in the Ronald Regan Building. This work includes new partitions, finishes, furniture, lighting, sound-masking, IT, supplemental mechanical, electrical and plumbing (MEP) work and millwork, selective demolition, disposal, general construction, ceiling and lighting installation, and certain restrictions apply, per the contract documents. The scope also includes the build-out of a SCIF space (CIA Certified) and an Operation Center for disasters and responses (State Department Certified) and classified office space included in the overall open office collaborative space. There will also be work done to the core of the 7th floor. This work includes constructing the upgrades to the core space, elevator lobbies and a full renovation of the 7th floor restrooms per the construction documents. The project will be LEED CI, Version 3 Silver. The work is to be done in two construction phases (which are referred to as construction area 1 and construction area 2) and involves extensive coordination with the Government, the Construction Manager and the occupants. Option: This scope also includes an option for full restroom renovations on each floor of the USAID headquarters space in the Ronald Regan building. There are 6 additional floors (floors 2,3,4,5, 6 and 8). Each floor contains 4 restrooms (2 male; 2 female) with the exception of the 2nd floor which includes 2 additional restrooms for a total of 6. Period of Performance: Total period of performance of this project is Three hundred and sixty-five (365) calendar days. Procurement Strategy: This procurement will be open to small business firms. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses. Any firm proposing as a joint venture will be required to provide additional documentation regarding its joint venture agreement. This negotiated procurement will be accomplished by using source selection procedures in accordance with FAR Part 15. A firm fixed price contract will be awarded to the firms offering the best value to the Government. Non-price technical evaluation factors when combined are approximately equal to price.
