Description
Draft/Sample for Price Schedule for Regions 1, 2, and 3 Maps for Regions 1, 2, and 3 Draft Specifications The Sacramento District of the U.S. Army Corps of Engineers has an upcoming acquisition to establish contracts to provide rapid response for emergency rock placement in: Region 1, Sacramento River drainage basin including all rivers and tributaries flowing into the river north of N38.3683 W121.52138 (Hood, CA); Region 2, Delta region with its western most boundary located on the Sacramento River at N38.06102 W122.22616 (I-80 overpass at Carquinez) and including all rivers and tributaries flowing into the region excluding the Sacramento River north of N38.36838 W121.52138 (Hood, CA) and the San Joaquin River south of N37.94802 W121.33722 (west of the I-5 overpass) but including the ship channel and port area east of the I-5 overpass; Region 3, San Joaquin River drainage basin including all rivers and tributaries flowing into the river south of N37.94802 W121.33722 (west of the I-5 overpass). It is the Government's intention to post with this notice the proposed Draft Pricing Schedule, Technical Specifications, and associated drawings. This Special Notice is an invitation to exchange information to improve understanding of the Government's requirements and industries abilities to provide the desired construction services. Responses will be evaluated used by the Government to assist in the preparation of the solicitation for subject project. The work elements that may be required of the awardee to be performed in these Regions include, but are not limited to: 1) Providing and transporting rock from quarry to site; 2) Placing rock and fill material; 3) Excavating and compaction; and 4) Providing traffic control and signage as required. Regions 1 will require trucks for the performance of work. Region 2 will require the capability to access the levee via maritime vessel. The Government intends to issue a Request for Proposals (RFP) and the basis for award will be based upon the Trade-off Method. The RFP will be both competitive and unrestricted (full and open competition) all businesses entities may respond. It is anticipated that the solicitation will result in the award of a Single Award Task Order Contract (SATOC). Additionally, the acquisition will be solicited as an Indefinite Delivery, Indefinite Quantity, Requirements contract - there will be no minimum guarantee. The estimated range for this acquisition is between $25,000,000.00 and $100,000,000.00. The overall period of performance of the contract is three Base with two option years. Task Orders will be issued for individual work requirements and will have a separate period of performance. Each Task Order will have a minimum value of $10,000.00 and a maximum not-to-exceed value of $49,000,000.00. The contractor for each Region must possess sufficient assets in terms of personnel, equipment, materials, and bonding capability to perform work on at least two Task Orders simultaneously. The purpose of our Industry Day is to gather input and feedback from interested and experienced contractors for the purpose of improving our planned Emergency Levee Rock Placement solicitation. To facilitate open communication between the Government and Industry, we are extending an invitation for contractors to come in individually and meet with a small panel of Government personnel. This panel will include representatives from our Contracting, Engineering, Construction and Emergency Management divisions. Industry Day meetings with each interested contractor will be scheduled for approximately one hour each. Please email Ms. Marsha Sells to schedule a time to come in and meet. You may send your comments to the email addresses provided. The government is also interested in any useful ideas and input you wish to provide to help improve our proposed solicitation/contract. We have provided draft Technical Specifications, Standard Drawings, District Boundary Map, and Pricing Schedule for your review on the Federal Business Opportunities (www.FBO.gov) website. The following are some of the questions and concerns we are soliciting input: a) How should the contract boundaries be defined. This determination may directly affect whether we award one, two, or three contracts for Emergency Levee Repair. We are currently considering the following four possible options for the geographic area of coverage and number of contract awards within the Sacramento District in the state of California: - One contract covering all river basins and the delta. (1 contract) - One contract for the Sacramento river basin, one contract for the San Joaquin river basin and one contract for the Delta Island region. (3 contracts) - One contract for north of I-80 and one contract for south of I-80 (2 contracts) - One contract for work north of I-80 and Hwy 50, one contract for the Delta area South of I-80 & Hwy 50 and north of I-580, I-205 & Hwy 120) and one contract for work South of I-580, I-205 & Hwy 120. (3 contracts) b) Are the items included in the pricing schedule adequate to cover expected emergency levee repair work? Is the unit of measure for each item appropriate? c) Are there any comments or suggestions regarding the draft plans and specifications? d) Is an economic price adjustment suggested considering the 5-year total maximum contract period, or does the contractor have sufficient confidence that they can adequately price line items for the 4 option years? If you are unavailable to come in and meet with us, we still encourage you to provide any written comments or suggestions on our approach to the upcoming solicitation. Any input received will be evaluated and considered for possible incorporation into the solicitation. Written comments should be emailed to the email addresses provided below. The draft Technical Specifications a District Boundary Map, and Pricing Schedule Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. Viewing/downloading documents from FedBizOpps will require prior registration in System for Award Management (www.sam.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the documents. To register, click on the Register Now button in the Vendors Block and follow the instructions. The following information will be required: Marketing Partner Identification Number (MPIN); DUNS Number or Cage Code; Telephone Number; and E-mail Address. Once registered with FedBizOpps, interested parties will then be able to log in and access the RFP documents. Important Note: Documents can be accessed ONLY via FedBizOpps. Please note that ALL contractors who want to register with FedBizOpps must be SAM registered, and have a MPIN, DUNS number or Cage code. For further information, please click on the FedBizOpps homepage link and the Vendor User Guide. The only PLAN-HOLDER'S/BIDDER'S LIST now available is via FedBizOpps. When viewing the Special Notice, you will click on the 'ADD ME TO INTERESTED VENDORS' to enter your information. This function does not, however, allow you to identify yourself as a Prime or Sub. It is recommended that you identify your category in parentheses at either the beginning or end of your company name. For example: (Prime/Sub) XYZ Construction, or XYZ Construction (Prime/Sub). IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK FEDBIZOPPS FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION This Procurement will be conducted under FSC Code: Y1PZ, SIC Code: 1629, and NAICS Code: 237990. The size standard for this code is $33,500,000. Under FAR 52.236-1 The contractor shall perform on the site, and with its own organization, work equivalent to at least 45 percent of the total amount of work to be performed under the contract.
