Description
US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.501) with Vista LifeSciences, 7375 S. Peoria St., Englewood, CO 80112, as the only responsible source that can provide an Automated Neuropsychological Assessment Metric 4 (ANAM4) software. This acquisition is being conducted under the FAR 13.5 Test Procedures for Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Defense Health Agency has a need for the Automated Neurological Assessment Metrics 4 (ANAM4) software, associated licenses. As a deployed application, ANAM4 is used to perform baseline NCAT testing on deploying personnel, as well as NCAT assessment following a diagnosed concussion or mild TBI (mTBI). Post-injury NCAT assessments can be compared to Service Member baseline NCAT assessments, to inform return-to-duty decisions by medical providers. The current contract was competed prior to awarding of the contract to Vista Partners LLC. The current NCAT solution, ANAM4 has been developed, tested, implemented, and deployed for 6 years. Access to this product ensures continuation of the critical pre-deployment assessments, post-deployment assessments, and the assessment of injured service members. Inability to use the ANAM4 tool would debilitate the Services' abilities to provide for Traumatic Brain Injury/Behavioral Health (TBI/BH) screening at all echelons of healthcare. Accurately and efficiently monitoring the neurocognitive status of U.S. war fighters under diverse operational and experimental conditions is of critical importance to the ongoing mission and network-centered initiatives of the United States military. These screenings are a mandatory requirement for all Service members. The use of ANAM4 software is essential to the Government's requirements, and thereby precludes consideration of another product. In accordance with the Department of Defense Instruction (DoDI) 6490.13, June 4, 2013, the Automated Neuropsychological Assessment Metrics (ANAM4) is the DoD-designated neurocognitive assessment tool supporting the policy requirement to implement a comprehensive neurocognitive assessment program in the military. Vista Partners, LLC is the only contractor that can provide its proprietary services and equipment for ANAM4 Neurocognitive Assessment Tool (NCAT). Items being purchased in this acquisition: ANAM4 Licenses, Maintenance and assessments (Base year with three option years) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 with a Small Business Size Standard of $38.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Vista LifeSciences.
