Draft Performance Work Statement The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for Headquarters Marine Corps Installations and Logistics Operational Advisory Group, Functional and Technical Improvements Efforts. CONTRACTING OFFICE ADDRESS: Regional Contracting Office- National Capital Region Marine Corps Base Quantico, Virginia 22134 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to include small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Headquarters Marine Corps Installations and Logistics is seeking information for the operational, training and technical analysis and assessments for Logistics Modernization and T&E priority establishment for Headquarters Marine Corps Installation and Logistics (I&L). This initiative focuses on the challenges of GCSS-MC in the post implementation phase, and will improve asset maintenance by increasing asset visibility with a focus on equipment maintenance status and condition for the warfighter. Additionally the end user of GCSS-MC and the larger Logistics community will have an improved capability and understanding of the system. The goal is to address timely maintenance, increase the efficient allocation of maintenance resources (people, process and tools) necessary to increase the overall equipment readiness posture of the Marine Corps, thus, increase our ability to project capability. This will be accomplished by providing support to HQMC I&L including identifying and recommending courses of action for rectifying issues with the system, developing policies and procedures, and supplementing training and education programs that will enhance the end user experience within GCSS-MC. This effort will provide Supply and Maintenance SME's to the Operations Advisory Groups (OAG). This will require in depth GCSS-MC Oracle knowledge, expert knowledge in Marine Corps Supply and Maintenance business processes, and a strategic understanding of the full range of stakeholders impacted by the Modernization effort. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: 1. Provide research, analysis and formal reports to inform developing policy, as well as process and procedural improvements as guided by the OAGs. 2. Create quarterly situation reports for the fleet. 3. Create quarterly VTC and semi-annual OAG Summit after action reports. 4. Develop the presentations for the VTC and OAG Summits outlining the current initiatives being implemented within the respective OAGs. 5. Provide resolution recommendations and action plans for areas of concern within OAG initiatives. 6. Assist in the execution of the Change Management Strategy for HQMC I&L, including the development and maintenance of an Enterprise Level Stakeholder analysis. 7. Facilitate and support the solutions outlined in Performance Work Statement. SPECIAL REQUIREMENTS: This initiative will require some work at the SECRET level. Some team members on this initiative will require access to classified SECRET material. Those team members who work in classified work spaces must meet minimum access standards for access to classified national security material at the SECRET level. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541614, with the corresponding size standard of $15M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all businesses that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1. Business name and address; 2. Name of company representative and their business title; 3. Type of Business; 4. Cage Code; 5. Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
