- 15RJR39_syn This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use FBO to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to procure Commercial Explosives to support U.S. Navy Seabee training exercises along with explosive sample K9 training kits used for training dogs to detect hidden explosives. The Commercial Explosives include: UNIGEL 1-1/4" x 8", NONEL EZ DET 1.4B - 40' 17/500, NONEL EZ DET 1.4B - 40' 25/500, NONEL EZDET 1.4B - 42/500, NONEL STARTER 1,000', BLASTEX 2-1/2" x 16", TROJAN SPARTAN 450, DYNOMIX, DYNO AP (DETAGEL) 1-1/4" x 8", Over Pack Pallet/Box. This acquisition is being procured under North American Industry Classification System code (NAICS) 325920 - Explosive Manufacturing. Inspection and Acceptance is to be at destination and delivery will be F.O.B. Origin to the following locations: -N00174 NSWC Indian Head, Indian Head, MD -N00164 NSWC Crane, Crane, IN -N4434A Navy Munitions Command, China Lake, CA -N00246 Naval Air Station North Island, San Diego, CA Delivery schedule will be 45 Days After Receipt of Order. The anticipated award date is 18 May 2015. This requirement is issued as a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer constitutes the lowest price, technically acceptable offer to the Government. This solicitation is being issued pursuant to the procedures at FAR 12 and will result in a Brand Name or Equal, Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a five (5) year ordering period. Vendors proposing alternative items to the brand name items shall provide adequate documentation for each alternative item for the Technical Activity to make a technically acceptable or unacceptable determination by verifying that alternative item meets or exceeds all physical, functional, and performance characteristics of brand named items. Documentation for each alternate item proposed shall include Material Safety Data Sheets (MSDS), Complete Item Description, and Technical Data equivalent to that provided with solicitation for brand name items. Any vendor who does not provide adequate documentation for review of "equal" items will not be considered for contract award. Offerors should review all sections of the solicitation carefully and fill in all the blanks. Offers must be submitted in the solicitation format. All requirements are detailed in the solicitation N00164-15-R-JR39 and attached Material Safety Data Sheets (MSDS), Item Descriptions, and Technical Data for each required item from the Brand Name Manufacture. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database.
