This announcement is a Market Survey and is for planning purposes only; it is not to be construed as a commitment by the Government. This Market Survey does not constitute a commitment, implied or otherwise. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS MARKET SURVEY OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS MARKET SURVEY. The information requested herein will be used within the Army/Department of Defense (DoD) to facilitate decision making and will not be disclosed outside the agency. This restriction does not limit the Government's right to use information contained in these data if it has been obtained from another source without restriction. A contract shall not be awarded as a result of this Market Survey. The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 on behalf of Program Execution Office (PEO) Soldier, PEO Ammo, PEO EIS, ARDEC, and other various ACC-NJ customers, is conducting a market survey to identify qualified potential sources capable of providing source selection support services during the pre-solicitation, solicitation, and contract award phase of the acquisition process. ACC-NJ is contemplating the award of multiple Blanket Purchase Agreements (BPAs) for administrative source selection support services. These administrative support BPAs will provide the Government with competitive source selection expertise at all ACC-NJ locations. The BPAs will serve Government selected competitive contract actions in support of US Army PEO Ammo, PEO Soldier, ARDEC and all other ACC-NJ customers. Contract actions may be for production, engineering services, or research and development. Advisor support includes but is not limited to expert guidance on choosing source selection factors, instruction and recommendation to the source selection evaluation board regarding rating proposals, assistance during the entire source selection process including conduct of cost realisms, the source selection decision, and offeror debriefings. The BPAs will also provide onsite services to support the source selection facility. The Government anticipates two (2) labor categories in the BPAs, the Source Selection Facilitator labor category and the SSEB Facility Administrator labor category. Applicable NAICS code is 541611. Labor category requirements or roles and responsibilities for these two categories are as follows: ROLES/RESPONSIBILITIES The responsibilities of the Source Selection Facilitator include, but are not limited to: - Assistance for the Source Selection Team Members to with respect to experience, expertise, and availability - Assistance with administrative and technical support to the Source Selection Evaluation Board (SSEB) - Assistance in developing proper evaluation factors/criteria - Assistance in ensuring evaluation ratings are applied consistently and in accordance with the Source Selection Plan and Solicitation - Assistance with consolidating technical and past performance evaluations - Assistance with recording, preparing and distributing consensus-meeting reports - Assistance with consolidation and preparation of technical and past performance reports and related presentations for the SSEBs - Assistance with compiling Government data, draft reports, final reports, and assistance with the preparation of a presentation that summarizes the information - Assistance in ensuring impartial communication with industry - Acting as a liaison among the Source Selection Evaluation Board (SSEB), Source Selection Authority (SSA), and Procuring Contracting Officer (PCO) - Assistance with the source selection decision document - Assistance with the preparation of briefing packages and presentation - Administrative support during debriefings - Post-award conference support - Assistance with Protest support - Assistance with Record and file management The responsibilities of the SSEB Facility Administrator include, but are not limited to: - Ensuring source selection facilities are available and secure - Ensuring that all Government equipment in the source selection facility including, but not limited to printer/copier, projector, LCD display, are in good working condition, or contact assigned Government representative in a timely manner to perform maintenance/replacement. - Ensuring that all proposals submitted by industry and all other source selection sensitive information is proper secured in file cabinets and well organized in the secure file cabinets at the source selection facility. - Ensuring that proper levels of office supplies are maintained and when supplies are low, and contacting the assigned Government representative and restock supplies in a timely manner. - Opening and closing the source selection facility and ensure the facility is locked when not in use. - Scheduling team meetings upon SSEB (source selection evaluation board) request in a timely manner. - Properly destroying, based on sensitivity/classification of information using Government provided equipment, copies of industry proposals, including but not limited to industry electronic media, and any other source selection sensitive material in a timely manner as directed by the SSEB team. Maintaining a well-organized facility attendance log. - Performing all clerical tasks assigned by the SSEB team efficiently and in a timely manner. QUALIFICATIONS Source Selection Facilitator - Bachelor's degree with at least 24 business credits - 15+ years experience in DOD source selections SSEB Facility Administrator - High School diploma Potential candidates are requested to identify qualifications of proposed personnel including but not limited to: 1)Resumes for at least three(3) employees for each labor category citing: - Education (degrees held, certifications, relevant training) - Experience in DOD source selections including time/dates, capacity, roles/responsibilities (source selection facilitator position only) - Government clearances 2)Availability 3)A summary of corporate experience including organizations name, address, point of contact, phone number, fax number, e-mail address, business size, NAICS code, taxpayer identification number, DUNS number, CAGE Code, and possible partnering/teaming arrangements, and whether the company is a small or large business. 4)Information on the maximum number of qualified employees available to work multiple ongoing source selections. (Required based on ACC-NJ having multiple source selections going at any point in time. Conflict of Interest Agreement and Non-Disclosure Agreement Contractor's receiving a Blanket Purchase Agreement (BPA) for these Source Selection Support Services shall be required to sign a Conflict of Interest Agreement (CFA) with the Government which shall be included as part of the BPA. This agreement will state that contractors shall not be permitted to submit proposals on any contract actions for any of the listed ACC-NJ customers it will be supporting via the BPA, during the life of the BPA. Contractors are also prohibited from working on any effort for which there is an actual or perceived conflict of interest. This includes, but is not limited to, work on previous contracts for same solicited items, solicited items using a technology for which contractors have the potential to receive personal gain (patents, financial holdings, etc). All responding sources must submit their response no later than 15 April 2015 via email to william.d.tenz.civ@mail.mil. Large files need to be compressed using WinZip (http://winzip.com). This market survey is for information and planning purposes only and does not constitute a Request for Proposal (RFP), solicitation, or as an obligation on the part of the U.S. Government. This is not to be construed as a commitment by the U.S. Government.
