Description

The Veteran's Administration (VA) Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with Sable Systems International, Inc. of Nevada. The requirement is to provide and install an expansion and upgrade to a metabolic system currently installed at VA facilities in Los Angeles, California. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, March 20, 2015, (10:00 AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The equipment and software described in the capabilities statement shall be compatible with the Sable Systems International Promethion metabolic system that is currently installed. The requirement is for: -Eight (8) rodent cages with sensors. -Updated software. -Sixteen (16) wheels (eight (8) for the new cages and eight (8) for the existing cages). -Each home base cage shall be equipped with a gas analyzer for continuous measuring of oxygen and CO2. -Sensors for continuous measuring of humidity to calculate body water loss. -Sensors in the food hopper and water dispenser to measure continuous food and water consumption. -An infrared system to measure total activity monitoring and wheel activity monitoring. -Ability to monitor cardiac frequency, body temperature and weight. -Each home base cage shall have a washable floor insert with holes to allow urine and feces collection in a minimally stressful environment. -All raw data shall be able to be exported into software for statistical analysis.
