Description

NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, 1968 Gilbert Street, STE 600, Norfolk, Virginia 23511-3392 proposes to issue a modification to Pitney Bowes, Inc. under contract N00189-11-P-1918 to extend the contract length beyond 5 years (inclusive of all option years) in support of NAVSUP FLC Norfolk, Naval District Washington (NDW), Postal Operations Division. The contract was solicited and awarded a sole source procurement to Pitney Bowes, Inc. on 28 September 2011. This non-competitive action to extend the contract length of the contract will ensure continued operational support for Capitol Region Navy Post Offices. The statutory authority permitting other than full and open competition is Section 4202 of the Clinger-Cohen Act of 1996, a source acquisition under authority of the test program for certain commercial items as implemented by Federal Acquisition Regulation (FAR) 13.501(a). In accordance with FAR 17.204(e), the limitation of five years (basic and option periods) for service acquisitions does not apply to information technology contracts. See attached J and A for additional details. The Justification and Approval (J and A) will be available for downloading at the following websites: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 5 March 2015.
