- DRAFT RFP Presolicitation Notice SMALL BUSINESS INNOVATION RESEARCH UNIVERSITY (SBIRU) The Office of Naval Research (ONR) intends to issue solicitation N00014-15-R-0002 under the authority of 15 U.S.C. 637s as a small business set-aside. The respective solicitation is expected to be issued on or about March 27, 2015. The purpose of this program is to provide a common Federal-wide portal for potential and current Small Business Innovative Research (SBIR)/Small Technology Transfer Research (STTR) program participants to learn about the program, receive training on topics that can help them successfully complete the program, and transition (commercialize) the products into the Government and private sectors. The performance work statement will include three overlapping but distinct services. First, the contractor will be required to maintain a SBIRU web portal with a very high capacity range with minimal disruption and degradation of service. Second, the contractor will be required to operate and maintain a system which supports tens of thousands of users, tracks course registrations and completions, manages a feedback program for courses and presenters, and has the ability to segregate two different types of Government funds. Finally, the contractor will provide the actual training content development, training delivery, and training course maintenance. Incidental to the above services will be administrative elements such as a helpdesk for SBIRU, training system management and assistance for users, training material collection and maintenance, as well as management and monitoring of cadre of subject matter experts (SMEs) for course related content. A resulting award is expected to be an indefinite delivery/indefinite quantity contract with an initial ordering period of five (5) years and two (2) consecutive optional ordering periods of one (1) year each. At time of contract award, an initial task order 0001 is expected to be issued with a twenty-four (24) month period of performance. The NAICS code associated with this award is 611430. Attached to this notice is a DRAFT RFP for industry comments. DRAFT RFP comments may be submitted to the primary point of contact listed below. DRAFT RFP comments are due March 27, 2015, 10am eastern local time. Proposals should not be issued against this draft document; any proposal issued against this draft will not be evaluated by the Government. The Government reserves the unilateral right to make changes to any part of the DRAFT RFP or its attachments for the final released version.
