Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 154, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), on a sole source basis plans to conduct a multidisciplinary epidemiologic study of breast cancer in Ghana, with the Peace and Love Hospital's, Spintex Road, Accra; Oduom, Kumasi, P.O. Box X374, FNT Kumasi, Ghana This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The Government contemplates only one award of a Firm-Fixed Price contract. The Associated North America Industry Classification Code (NAICS) 622110 and the Business Size Standard is $35.5 million. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance is for twelve months from time of award plus one twelve month Option Period. The Division of Cancer Epidemiology and Genetics (DCEG) is a research program of the National Cancer Institute (NCI), one of the National Institutes of Health (NIH). The Division is the world's most comprehensive cancer epidemiology research group. The Hormonal and Reproductive Epidemiology Branch (HREB), is a program within DCEG, which conducts research to identify groups at high risk of cancer, clarify the natural history of various cancers, understand the interactive effects of genetic and environmental factors on cancer risk, and elucidate biologic mechanisms of carcinogenesis. To identify risk factors for hormonally-related tumors, HREB assess: reproductive and family history, endogenous hormones, exogenous hormones (oral contraceptives and menopausal hormones), hormonal correlates of risk, and conditions related to marked hormonal perturbations, such as infertility and endometriosis. Breast cancer is becoming a more common disease in many African countries, with a high proportion of cases being diagnosed among young women and at more advanced stages than in developed parts of the world. As such, little is known about the determinants of cancer risk in this population. Only two major hospitals in Kumasi have the capability of obtaining breast biopsies for confirming breast cancer diagnoses. One of these two hospitals is Peace and Love Hospital, which provides diagnostic and surgical treatment to patients residing in the northern part of Ghana. The other hospital providing treatment for patients in Kumasi is Komfo Anoyke Teaching Hospital (KATH). By recruiting patients from these two hospitals, NCI anticipates having coverage of all surgically treated patients in Kumasi. Thus, to address these issues, NCI plans to conduct a multidisciplinary epidemiologic study of breast cancer in Ghana, one of the few African settings that have the capabilities for the successful conduct of such research. The specific objectives of this procurement are to 1) recruit at least 448 breast cancer patients at the Peace and Love Hospital to participate in this epidemiologic study; 2) collect risk factor data, anthropometric measures, and biological specimens on eligible women who agree to participate in the study and provide informed consent; 3) monitor the completion and accuracy of study instruments and participant tracking forms; 4) collect biological specimens obtained from study participants according to protocols to be specified by NCI investigators; and 5) prospectively monitor the total number of women coming to Peace and Love Hospital for breast biopsy in order to determine the study participation rate. This procurement will provide support to Peace and Love Hospital for personnel time to recruit and interview participants, take anthropometric measurements, and obtain biologic samples. Efforts at this hospital will be coordinated with inclusion of patients from another hospital in Kumasi, Komfo Anokye Teaching Hospital (for which a second procurement is in place). These two hospitals are the main hospitals providing diagnostic capabilities for breast cancer in Kumasi, so it is expected that inclusion of case ascertainment mechanisms at the two hospitals will result in the identification of all biopsied breast cancer patients in Kumasi. The unique qualities provided by the Peace and Love Hospital and for choosing Ghana for this procurement relates to the following: 1) NCI has previously conducted a successful study of prostate cancer in Accra and can utilize some of the infrastructure developed for that investigation. This includes experience in collecting, storing and transporting biologic samples, which will be a key component of the overall investigation. 2), a major focus of this study will be to identify genetic predictors of breast cancer risk among Africans that may also be predictive in African-Americans. The majority of African-Americans originally came through colonial-era slave colonies from West Africa (primarily from Ghana) and will have shared ancestry with African Americans. And 3), the identification of cases treated at Peace and Love Hospital and review of sensitive information in their medical records, as required for this procurement, can only be accessed by the study PI, and her team in Kumasi, Ghana. Data from these records will be used to clinically characterize breast cancer cases into subgroups of specific etiologic interest. Therefore, for these various reasons, Peace and Love Hospital is the only institution that can provide the data required to allow this multidisciplinary study of breast cancer to meet the requirements of the study protocol. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, March 26, 2015.
