- Buoy Operations Testing Market Survey MARKET SURVEY N62387-MS-PM3-15-025 12 March 2015 From: Military Sealift Command, Strategic Sealift, PM3 Subject: Buoy Operations Testing THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. 1. GENERAL. The Military Sealift Command, Special Mission Programs Office, Code PM2, requests information pertaining to one US or foreign flagged vessel for the Military Sealift Command (MSC) to support Naval Space Warfare Systems Center, Pacific (SPAWARSYSCEN PAC) Buoy Operations Testing.. 2. SCOPE OF WORK. The vessel will be supporting deployment and recovery of wave rider buoy systems and the capture of test data and verification of test objectives. It is required to operate 24 hrs/day. Mobilization which consists of loading equipment on the ship and tying it down requires 4-5 hours. Transit to the operations area requires 17 hours. On station time is 60 hours. Transit back to port is 17 hours. Demobilization is 4 hours 3. AREA OF OPERATIONS. The vessel will operate in the Atlantic Ocean, approximately 150NM offshore from Jacksonville, FL. 4. Delivery: Owner provided commercial pier, in vicinity of Jacksonville, FL 5. Redelivery: Owner provided commercial pier, in vicinity of Jacksonville, FL 6. Charter period: 04 May to on or about 08 May, 2015 (4 days + 2 WX day) 7. Mob / Demob Days: On or about 04 May 2015, 0630; 08 May 2015, 2000. 8. Vessel Characteristics: The vessel shall have the following minimum characteristics: Transit Speed: 10 knots with endurance/range of six days and 500NM Deck Area: Unobstructed area of deck thirty-five (35) feet by twenty-five (25) feet to accommodate stowage, staging and deployment of equipment. Berthing: Berthing for four passengers. Messing is also required. Sea Keeping: The vessel shall be capable of transiting in Sea State 4 and operating in Sea State 3. The vessel shall be able to maintain position within 1 NM of buoy launch point for up to 20 hours in Sea State 3. Work Space: Vessel shall provide space suitable for the coordination of the activities. Work space shall have, at minimum, space and power (110 v 60hz) for 4 laptop computers. Fresh Water: The vessel shall provide fresh water for equipment wash following the operational deployment. Crane Support: One ship crane shall have a minimum SWL of 2,000 lbs at maximum extension. Crane must have pick height of at least 20 ft above work deck Mission Gear: The vessel shall load and lash the following mission gear: 1. Buoy assembly and support stand, 48" x 66" x 72", 1400 lbs 2. Buoy hardware and tools, shipping crate 48" x 42" x 30", 500 lbs 3. Buoy split flotation collar 48" x 40" x 26", 100 lbs 9. Owner provided commercial pier: a. A pier with sufficient space to stage and on load the mission gear. b. A forklift to stage the gear on the pier for crane lift onto the ship. c. Secure storage of the equipment for the one-five days between when the equipment arrives onsite and mobilization. 10. Port Services: It is anticipated that the vessel will be berthed IVO Jacksonville, FL. The Contractor shall employ an agent to arrange for all port services on a reimbursable basis. Port services shall include tugs, pilots, berthing, potable water, shore power, trash and garbage removal, oily waste removal, sewage removal, hazardous materials removal, line handlers, dedicated telephone service, and liberty launch services. Additional services that may be required include welding aboard the ship as needed / required to accomplish the mission. 11. Interested parties shall also furnish the following minimum information: a) Name of Company; b) Point of Contact, Telephone Number, Fax Number, Address, and e-mail address; c) Small business size status d) Brief summary of company history relative to similar requirements and/or company's ability to meet the above requirements; e) Estimated cost/price to provide the above services; f) Provide evidence of sufficient resources to meet obligations prior to invoicing under the contract; g) If a small business, demonstrate compliance with FAR 52.219-14 Limitations on Subcontracting, in the event the acquisition is set aside for small businesses; h) Any pertinent questions/concerns. 12.
