- Description
- The United States Army Security Assistance Management Directorate is looking for prospective contractors for a 3 year Multi Award Task Order Indefinite Delivery/Indefinite Quantity Contract. This procurement will include a wide range of HAWK, Chaparral and AN/TSQ-73 unique spare parts including, but not limited to, circuit cards, electron tubes, bolts, screws, caps, lenses, filters and motors. The HAWK and Chaparral missile systems have approximately 15,000 parts that could be procured by various Foreign Military Sales countries. All required work and parts being procured will be outlined in each individual task order. Qualifications: 1. Each prospective vendor must have in place an effective and economical quality system in accordance with (IAW) ANSI/ISO/ASQ Q9001 or equivalent system as agreed between the contractor and U.S. Government (USG). 2. Each prospective vendor must able to pass First Article Testing IAW Federal Acquisition Regulation 52.209-3 if they haven't produced the required part(s) in the past 2 or 5 years (depending on the part(s) involved) and provide documentation of same to the USG. Time period to be determined at time of task order award. 3. Each prospective vendor must be able to submit technical documentation on their capabilities to produce or procure spare parts for the HAWK, Chaparral and AN/TSQ-73 missile systems. The technical document requirements MUST include an established and implemented QA plan, an established and implemented HAZMAT plan, and documentation indicating your organization has the ability to meet MIL STD packaging requirements for CONUS and OCONUS shipping. 4. Every part provided under this contract shall be produced to the drawing and supporting documentation requirements. This includes environmental test requirements for those items which are being produced by your organization for the first time or parts your organization has not produced in more than 2 years. Each prospective vendor must have access to the most current and up to date drawings and supporting technical documentation for each part they produce in support of this effort. The Government does not have the resources to provide the Technical Data Packages. 5. Each prospective vendor shall submit documentation reflecting their established policies & procedures, and their ability to meet the requirements of JESD625-A; quote mark Requirements for Handling Electrostatic-Discharge-Sensitive (ESDS) Devices. quote mark 6. Each prospective vendor shall submit documentation indicating their ability to meet the soldering requirements of ANSI/J-STD-001; Class 3, or IPC-A610; Class 3. 7. Each prospective vendor MUST have a facility with a clearance level of at least CONFIDENTIAL and a current inspection on file with DSS. Some items are CLASSIFIED or the testing procedures are CLASSIFIED. Classification will be noted on each Task Order. Security procedures will ensure each contractor must adhere to the HAWK Security Classification Guide, ITAR, HSPD-12, NISPOM and DOD 5220.22-M, with Change 1 (ISL-97-1, Jul 97) and Change 2 (ISL 01L-1, Feb 01) and any other applicable changes or amendments. 8. Each prospective vendor will have to show it has the financial capabilities to accept a Firm Fixed Price contract with no up-front funding provided. 9. Each prospective vendor must provide information on past experience on providing the same services to any other U.S. Government entities. Such information must include contract number(s), award date(s), and points of contact with phone numbers and email addresses. 10. General information on the prospective vendor's capabilities is welcome. However, each prospective contractor needs to answer the questions 1-9 above.
