- Statement of Work for Contracting Certified Electricians at USDA ARS Subtropical Horticultural Research Station The USDA ARS Subtropical Horticultural Research Station 13601 Old Cutler Road, Miami FL, 33158 intends to procure the services of a certified electrician to perform various electrical work on the station. Period of performance would start sometime in April of 2015 through September 30, 2015. The contract will have the provision of option years extending through September 30, 2018 (3 option years). 1.0 Scope of Work: The USDA ARS Subtropical Horticultural Research Station intends to award multiple Blanket Purchase Agreements for certified electricians under contract. The work under this contract will support the site's electrical requirements. Portions of the work would fall under operations and maintenance whereas other portions would fall under new construction. •1.1 Objective: The Miami SHRS site contain 42 buildings on approximately 212 acres that are fully owned by USDA ARS. These buildings and supporting structures require trained and certified electricians on an as needed basis. The basis of this contract is to contract out work that cannot be performed in house. The goal is to have two or three contractors available for both scheduled and unscheduled service. The mission of the Subtropical Horticulture Research Station (SHRS) is to support the agricultural industries in the southern areas of the United States. The majority of the buildings on the site are occupied by ARS; however, several are occupied by tenants such as USDA Animal and Plant Health Inspection Services (APHIS), the US Department of Homeland Security (DHS), and the State of Florida via leasing agreements. The Miami SHRS is responsible for the maintenance of the facilities. 2.0 Requirements Requirements range significantly in regards to both range of work and scope of service. The company should be able to provide electricians capable of providing the following services: Repair and troubleshoot faulty electrical wiring Repair and replacement of ballasts Rewire equipment or fixtures Inspect electrical components for safety Troubleshoot and identifying electrical issues Maintain and repair large motors, equipment and control systems Install and repair wiring Maintain electrical controls and lighting systems Work as subcontractors and collaborate with other subcontractors Work with electrical engineers, construction architects and building inspectors Provide electrical installation work involving new construction Repair and upgrade electrical components during renovation work. In addition, the contractor will provide service calls during the workday and after hours. Service calls require electricians to make inspections, diagnose problems, and troubleshoot electrical problems. When electricians respond to service calls, they must be capable of estimating costs of needed repair work before making repairs. 2.1 General Requirements. Building 89 is the main and largest building on the site accounting for 86% of the total ARS facility energy consumption of the site and the main portion of the contract. The facility houses approximately 90 scientists and staff. The facility operates 24 hours a day seven days a week. The Government intends to award multiple contracts as deemed the most advantageous. The contract will have provision of option years extending through September 30, 2018 (3 option years). 2.2.1 The Contractor, as an independent contractor and not an agent of the USDA ARS Subtropical Horticultural Research Station, on an as required basis, supply the necessary personnel, material and all other things necessary for or incident to the performance of the assigned tasks. The contractor shall provide service within 24 hours of being called into dispatch. 2.2.2 All work performed by the contractor shall comply with all applicable Federal, state and local laws and regulations, including, but not limited to, those promulgated under the Occupational Safety and Health Act. 2.2.3 Safety The contractor must perform all operations in a prudent, conscientious, safe and professional manner. At a minimum, contractor's personnel and equipment shall comply with applicable Federal, state, and local laws, safety regulations and procedures, and contractor will ensure that its agents, employees, and subcontractors perform in a safe manner. 2.2.4 Hours of Operation The contractor agrees that, for those portions of the services provided the USDA ARS Subtropical Horticultural Research Station the services will be provided 24 hours a day seven days a week. The majority of the scientific and support activities are performed Monday through Friday 7:00 AM to 5:00 PM. 2.2.5 Loading/Unloading The contractor is responsible for loading and unloading the any equipment, including furnishing all the equipment. Unless otherwise provided in the contract, loading and unloading will not be performed on Saturdays, Sundays, federal holidays, or any day that the facility is closed.
