- Notice of Intent Notice of Intent The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to LRP Publications, for the renewal of 27 subscription license agreements for CyberFEDS online database. LPR Publications is the only online provider of CyberFEDS treatises which are critical to PBGC's employment and labor relations work. CyberFEDS access will provide Labor/Employee Relations Specialists to make decisions based upon the most up-to-date information available regarding case law. Research tool should provide unique attributes designed specifically for the Federal sector to include the following: Full text, searchable access to the following treatises: A Guide to Merit Systems Protection Board Law and Practice by Peter Broida A Guide to Federal Labor Relations Authority Law and Practice by Peter Broida A Guide to Principles of Federal Sector Arbitration by Peter Broida and Natania M. Davis A Guide to Federal sector Equal Employment Law and Practice by Ernest C. Hadley. Case index numbering system which enables users to reduce time by focusing their research efforts to specific issues. Searching is accomplished by using the appropriate index number. This indexing system should include historical information going back fifteen years or more. Full text of searchable court decisions from the MSPB, FLRA, FSIP, ALJ, EEOC, Federal Employee Ethics Decisions (OGE), Civilian Board of Contract Appeals Decisions, US Compensation Cases, Comptroller General decisions. Pertinent, current sections of the United States Code, CFR, Public Laws and agency guidance. Quick Start Guide, Checklists, Video casts to facilitate efficient research. •· Training for all new uses provided by LRP Cyberfeds staff. 1-800 number for user assistance. •· CyberFEDS Workers Compensation Library on the web (2 users) The period of performance is for (1) Twelve Month Base Year and (2) Option Years. This is not a Request for Quotation, but a notice of Intent. An RFQ will not be issued. Interested parties may submit their capability statements for the required services to Judene Dayes at dayes.judene@pbgc.gov no later than March 16, 2015, 5:00 PM Eastern Standard Time. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Pension Benefit Guaranty Corporation will not reimburse any costs connected with providing the capability information. Oral communications will not be accepted in response to this notice.
