- Statement of Work Presolicitation Notice with Table Attachments This is a call for submittal of Standard Form (SF) 330s from Architectural and Engineering (A-E) firms to support the United States Nuclear Regulatory Commission's (NRC) long-term housing strategy and NRC's restoration and refurbishment activities. Currently, the long-term housing strategy will consolidate NRC headquarters at the White Flint Complex (WFC) located in Rockville, Maryland. The WFC consists of three buildings located at the following addresses: (1) One White Flint North, 11555 Rockville Pike, Rockville, MD 20850; (2) Two White Flint North, 11545 Rockville Pike, Rockville, MD 20850, and (3) Three White Flint North, 11601 Landsdown Street, North Bethesda, MD 20850. The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) task ordering contract (see attached Statement of Work). This competitive procurement has been set aside for qualified veteran-owned small businesses. All other firms are deemed ineligible to submit qualifications. The designated NAICS Code is 541310, Architectural Services, with a size standard of $7.5 million. The NRC anticipates contract duration of one base year, plus four one year option periods. Required services will be for architectural, engineering and related services, which will be accomplished through the issuance of individual firm-fixed-price and/or time-and-materials task orders. The total value of all task orders issued against the IDIQ contract shall not exceed $4,000,000 over all five years. The Government guarantees a minimum of $75,000 for the contract term. The minimum guarantee is typically met by the issuance of the first task order. The design services to be performed under this contract may include, but are not limited to: 1) conducting engineer-led field surveys, graphical surveys, and analysis of existing work space and planned work space; 2) preparing engineering studies; 3) creating coordination reports of recommended actions and/or design packages; 4) developing program of requirements, cost estimates, specifications, test fits, space plans, audio-visual plans, design intent drawings (DIDs), and construction documents (CDs), 5) providing project management, 6) providing construction administration, and 7) obtaining permits. This requirement is being procured in accordance with the Brooks Act (P.L. 92-582) as implemented in FAR Subpart 36.6. Please refer to FAR Subpart 36.602, Selection of Firms for Architectural-engineering Contracts, for evaluation and award procedures to be followed under this pre-solicitation notice. Services will be provided primarily for the NRC White Flint Complex located in Rockville, MD. The firm and major architectural or engineering consultants must be licensed to practice their respective professions. Per FAR 36.209, the firm or joint venture awarded a contract for these required services will not be eligible to compete for any construction contracts awarded using the documents prepared as a result of this pre-solicitation notice. Therefore, all prospective offerors are cautioned to review the restrictions of FAR Subpart 9.5 (Organizational Conflicts of Interest) and NRCAR 2052.209-72 (Contractor Organizational Conflicts of Interest (JAN 1993) prior to submitting their qualification for consideration. Firms will be evaluated and selection made in accordance with the criteria set-forth in Federal Acquisition Regulation 36.602-1, Selection Criteria. Responses shall be made by completion and submittal of SF-330, Architect-Engineer Qualifications, including supplemental information addressing the five evaluation criteria below. Completion of the SF-330 should be in accordance with the instructions. All information must be current and accurate for the firm or joint venture submitting SF-330s. The SF-330 can be obtained at the following website: http://www.gsa.gov/portal/forms/download/116486. The following five (5) Evaluation Criteria will be used to evaluate and select a firm. The evaluation criteria will be evaluated using adjective ratings and no numeric point system will be used. Criteria 1 and 2 will be considered of equal and highest importance while Criteria 3, 4 and 5 are listed in descending order of importance for the evaluation process. 1. Key Personnel professional qualifications necessary for satisfactory performance of required services. 2. Specialized experience and technical competence in the type of work required, including experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. 3. Past performance of contractor and proposed subcontractors on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 4. Capacity to accomplish the work in the required time. 5. Location in the general geographical area of the project and knowledge of the locality of the project. Instructions for submittals: 1. Key Personnel Professional Qualifications: The proposed team's Key Personnel will be required to demonstrate substantial knowledge, acquired through recent design experience of technical criteria for programming, designing, construction, sustaining, restoring, and modernizing facilities similar in size, scope and cost. A proposed team's Key Personnel shall include: a. Primary Key Personnel: 1) Principal Architect: Principal Architect shall have 1) professional licensure, 2) a minimum of seven years continuous experience in architecture, 3) a National Council of Architectural Registration Boards (NCARB) certificate, 4) a professional degree from a school accredited by the National Architectural Accrediting Board (NAAB), and 4) an active LEED accreditation. 2) Architect: Architects shall have 1) professional licensure, 2) a minimum of seven years continuous experience in architecture, 3) an NCARB certificate, and 4) a professional degree from a school accredited by the NAAB. 3) Interior Designer: Interior Designers shall have a National Council of Interior Design Qualifications (NCIDQ) certification and demonstrate a minimum of five years continuous experience in the interior design of facilities. 4) Project Manager: Project Managers shall have either 1) a Project Manager Professional (PMP) certification and a minimum of three years continuous experience in project management, or 2) a minimum of five years continuous experience in project management. b. Secondary Key Personnel: 1) Audio and Visual Designer: Audio and Visual Designer shall have a minimum of three years continuous experience in audiovisual design. 2) Mechanical Engineer: Mechanical Engineer shall have professional licensure and a minimum of three years continuous experience in mechanical engineering. 3) Structural Engineer: Structural Engineer shall have professional licensure and a minimum of three years continuous experience in structural engineering. 4) Civil Engineer: Civil Engineer shall have professional licensure and a minimum of three years continuous experience in civil engineering. 5) Electrical Engineer: Electrical Engineer shall have professional licensure and a minimum of three years continuous experience in electrical engineering. The "Professional Qualifications of Key Personnel" Evaluation Criterion shall be demonstrated by submitting the following information: Organizational Chart: In Section D of the SF 330, submit an organizational chart of the proposed team's Key Personnel (as defined above). Indicate the professional registration held (PE, RA, etc.) for each person on the organizational chart and the name of the company that they work for. Do not exceed one page. Resumes: In Section E of the SF 330, include resumes for each of the Primary Key Personnel designated in Paragraph 1a. Do not exceed one page per resume. Experience Summary Form for Other Key Personnel: In Section H, Block 30, submit attached Table H-1 with requested qualifications and experience data provided for all Key Personnel (as defined above). Do not exceed one page. 2. Specialized Experience and Technical Competence - The proposed design team shall demonstrate project experience in performing projects similar in size, scope and cost to this procurement through the submittal of a minimum of three (3) and a maximum of five (5) example projects in Sections F and G of the SF 330. The experience may be from Federal Government contracts, State Government contracts, Local Government contracts, commercial contracts or contracts with nonprofit organizations. The projects must be at least design complete. All of the example projects shall have met their design completion or construction completion milestone within the last 5 years. Do not exceed one page per project. Experience in providing 100% Plans and Specifications for a Design-Build contract will be considered equivalent to providing these documents for a Design Bid Build contract. In addition to the information required in Block 24 for each project (brief description of project and relevance to this contract), include: a. An email address for the point of contact; b. Discussion of your experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; and c. A breakdown showing costs for 1) professional services, 2) construction, and 3) your team's role (this cost may be the same as the professional services cost if your team was the prime A-E contractor). 3. Past Performance: In Section H of the SF-330, provide past performance information for each of the example projects submitted per Evaluation Criterion 2 (Specialized Project Experience). Past performance information shall include information on cost control, quality of work and compliance with performance schedules as follows: a. Cost control: In Section H, Block 30, submit attached Table H-2 indicating how the A-E's construction cost estimate (developed during the project's design phase) compares to the government's or private client's original project budget (estimated cost of construction) as well as how it compares to the construction contract award amount (if project has been awarded). Where project was completed as part of a design-build contract, provide a separate narrative describing any relevant parameters that are available to demonstrate the firm's expertise in designing to the contractor/client's budget and other indications of estimating expertise related to the project. Do not exceed one page. b. Quality of Work: Methods of demonstrating performance can include Architect-Engineer Contract Administration Support System (ACASS) ratings (if available), other relevant performance ratings or client letters, awards or special notice with respect to design excellence, innovation, quality of work, time savings, etc. Commendations/awards may be from both private and Government clients Offerors shall list and discuss all prior contracts terminated for default; or state that they have never had a contract terminated for default. Offerors shall state whether or not any show cause letters, cure notices, or poor performance letters have been received. Do not exceed five pages. c. Compliance with Design Schedules: In Section H, Block 30, submit attached Table H-3 demonstrating compliance with this criterion for the example projects listed in Section F of the SF-330. Do not exceed one page. Part of the evaluation of this criterion may also include a review of the past performance ratings of the proposed team for all of the projects that are currently loaded in Past Performance Information Retrieval System (PPIRS) and other sources to which the government may obtain independently of this submittal. 4. Capacity to Accomplish the Work: In Section H of the SF-330, demonstrate the capacity of the proposed team in the following areas: a. Capacity of the proposed team to perform multiple projects concurrently and to provide multiple, multi-discipline teams, for simultaneous execution of task orders of varying size and scope; b. Ability of the proposed team to sustain the loss of Key Personnel while accomplishing the work within the required time limits; and c. Ability to meet project timelines. Offerors shall provide a discussion for any projects not completed in a timely manner and reasons for delays. Do not exceed two pages for addressing this Criterion. 5. Location in General Geographical Area: While the majority of the work will not be performed at the NRC headquarters location, it is anticipated that Primary Key Personnel, as identified in paragraph 1a of Evaluation Criteria 1, will be required to be on site approximately 10 days out of the month for meetings, site inspections, etc. Given the close coordination needed between the successful firm and the NRC, firms located within a 50-mile radius of the NRC Headquarters location will be given preference. In Section H of the SF-330, demonstrate the capabilities of the proposed team in the following areas: a. Knowledge and working experience of probable site conditions, design issues and regulatory requirements specific to the primary geographic area for this Contract; and b. Geographic location of the proposed team to ensure the ability to provide timely on-site response and support to the primary geographic area for this Contract upon notification by the Government. Do not exceed one page for addressing this Criterion. This is a request for an SF-330; this is not a request for a proposal. SF-330s are due no later than 2:00 pm EST on April 10, 2015. Each offeror must submit one (1) original SF-330 and five (5) copies to: U.S. Nuclear Regulatory Commission, Division of Contracts, Attn: Nancy Lamon-Kritikos, Mail Stop TWFN 05E02, Washington, DC 20555. Submittals delivered by hand, including delivery by any express mail services or special delivery services which use a courier or other person to deliver the responses in person to the NRC, should be addressed in accordance with the foregoing and delivered to 11545 Rockville Pike, Rockville, MD 20852. In addition, an electronic copy must be emailed to Nancy.Lamon-Kritikos@NRC.gov. The NRC is not responsible for electronic difficulties and/or administrative problems associated with the transmission of any files to the NRC. The NRC's firewall limit is 10MB. Documents exceeding this limit will be denied by the firewall. Once SF-330s have been evaluated by the NRC Evaluation Board, a determination will be made as to which firms will be included in the competitive range. Discussions will be held in accordance with FAR 36.602-1(c). Pursuant to FAR 36.606, negotiations will begin with the most preferred firm, and the firm will be requested to submit a proposal based on a solicitation, anticipated to be released on or about June 1, 2015. No phone calls will be responded to during open procurements. The cut off for questions is 2:00 pm EST on March 26, 2015. The NRC requires the prospective awardee be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, System for Award Management. Processing time should be taken into consideration when registering. Potential Offerors who are not registered should consider applying for registration immediately if interested in responding to this solicitation. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity. Offerors must prepare their SF-330s in accordance with the offeror instructions of this public announcement in order to be considered responsive.
