- Attachment I This is a SOURCE SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. The National Institute of Standards and Technology (NIST) is seeking vendors, other than the equipment manufacturer, who can provide ad-hoc repair services for the Ortec instruments identified within Attachment I for a base period of one year with four one-year option periods. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two small businesses are identified during this market research, then a competitive procurement that results may be conducted as a small business set-aside. The following information is required to be provided as part of the response to this sources sought notice: 1. Documentation/Description of capabilities, which clearly demonstrates the capability to repair the Ortec instruments identified within Attachment I; 2. Documentation of any relevant experience in repairing the Ortec instruments identified within Attachment I; 3. Documentation, which clearly demonstrates the vendor has expert knowledge of the Ortec instruments including access to parts, hardware, software updates, necessary equipment drawings and/or schematics, and the overall ability to repair the instruments and ensuring that the instruments are functioning in accordance with the manufacturer's specifications; 4. Documentation, which clearly demonstrates the existence of any third-party parts that may be utilized to successfully repair the Ortec equipment identified within Attachment I; 5. Name and business size of the company; 6. Any other relevant information that is not listed above, which the Government should consider in finalizing its market research. All information considered pertinent to the covered requirement must be sent to Adam C. Powell, Contract Specialist, National Institute of Standards and Technology, Office of Acquisition and Agreements Management / Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address the aforementioned requirement. Submissions must be received not later than 5:00 p.m. Eastern Time on March 20, 2015. Original and e-mail submissions are acceptable. Vendors shall identify their business size in accordance with North American Industry Classification System Code (NAICS) 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $20.5M.
